China at present is experiencing a social reforming time that economy reforms with continuing quick economy-growth, and that the lives of the people overall reaches to a higher better-off level. This kind of surmounted development meant that we wanted at the same time to realize the goal of industrialization, modernization, marketization and intensify. The employment and the economical development in China at present is facing two big changes, the social labor power employment is needing to strengthen skill training, and the industrial structure optimization needs to train the more seniors mechanic. In 2005 in the National Vocational Education Working Conference, State Council Premier Wen Jiabao pointed out in the speech that, Developing the vocational education vigorously is urgent need to advance industrialization and modernization of our country, is the important way to promotes the social employment and the solution of "three agriculture", also is the inevitably request to consummates the modern national education system. All the various trades and occupations of national economy need not only large quantities of scientists, engineers and the managerial talents, moreover the urgent need of ten millions high quality workers. Our country has a big population, and a big number of labor force, especially the farmer. The question of employment is the major problem which cannot be avoided, moreover, must be solved. It needs to develop the vocational education to enhance the ability to getting job and starting an undertaking of the labor force in city and countryside. Therefore, we must consummate the national education system, disposes the education resources reasonably, and places the elementary education, the vocational education, and the higher education the same important position.It is an important task in front of us to establish the vocational education system with the Chinese characteristic. It is the urgent matter to strengthen the research of the vocational education, both from the theory and the practice. Studying the vocational education of our country, we could not only take the Marxism as the instruction, but also profit from the foreign experience including the economical developed countries and the developing countries, all beneficial experience of pro-and-con two aspects. Japan's vocational-technical education is in its entire education system important constituent, and is playing the noticeable role in the Japanese national economy development. The practice of high-speed development of postwar Japanese economy fully shows that there is close relationship between the economical development of one country and its vocational education. We may say that the vocational-technical education is the foundation of economical development, and that its development affects the speed of economical development. Therefore, there is significance ofreference and model very much, in the systematic research of development process, the execution policy, the effect and the experience obtained and so on of the postwar Japan vocational education, and in discussing its function, essential feature and the general rule which displays in Japanese social reforming time, to reforms and develops China's vocational education.The present paper has carried on the description and the analysis to the vocational education overall condition of the postwar Japan during the reforming from the agriculturalization society to industrialization society along with the economical restoration and the development, and from the industrialization society to the knowledge economy society, and has summarized that in order to comprehensively adapts social and economical need to develop, Japan in postwar takes each concrete measure highly which the vocational-technical education adopts, formed today's vocational education network which is multi-level, the multi- types and quite complete, including several big kind of vocational-technical education such as the school, the enterprise and the society. Its vocational-technical education structure includes before-the-job education, on-the-job education and the job-change education, which is nimble, the supplement mutually, and promotes mutually with the level of high and low, the time long and short. Not only adapted the high speed development of the social economy and the change demand of industrial structure, also provided many kinds of opportunities to entering a higher school, training, the career change and enhancement for the disparity in age, the sex, the school record person.The main experience proposed may profit from includes:1st, to formulate of vocational education law, including two aspects ,the vocational education and the occupation training, to establish vocational-technical education the position of national construction, enable each department to have a legal support and a legal basis, and to guarantee vocational education content of foundation and integration in order to meet the objective need of economy-service.2nd, to explicate the strategic status of vocational education in the economical development, to overcome the stale idea that despises the vocational education, and to make long-term synthesis development plan, in order to adapt the demand of social development and the economic development.3rd, to strengthen the close cooperation between the vocational education circles and the industrial field, to form the fixed system, and to make education, scientific research, production and human affairs exchange effectively, enhancing the vocational education vigor.4th, to solute reasonable levels of internal vocational education and to adjust the structure at the right moment in order to meet the demand of the industrial structure change.5th, to pay attention to vocational education funds investment and to solute the funds originates by the multi-channel to solve the essential facility and the equipment gradually in order to guarantee the enhancement of the vocational education quality.6th, to do well the directional instruction of the vocational-technical education and to enrich pre-vocational education to satisfy the employment youth's individuality, interest, and hobby in order to improve the employment youth's work quality.7th, to raise qualified teachers of vocational-technical education, to make every effort to do in the way to raise diversely, and to enrich the faculty of vocational-technical education promptly.The reform of education regarding current Japan has also carried on the discussion. Proposed: Japan, experiencing the reforming from the industrialization society to knowledge economy society, with the steady transition of economic management system, the education reform is also influenced by the lifelong education thought, taking the career education idea as the center, carrying on the integrity adjustment and the reform from the pre-school education to the higher education, in order to meet the demand of the arrival of knowledge economy society and the blessed society. Based on this kind of significance, a tide of reform in Japan's school edition domain and social education domain has already comprehensively approached. The experience and lesson that this reform provided will also certainly have the important reference value to the vocational education of our country in realizing the surmounted developing process.At the same time the present paper also put forward several improvement proposals briefly on the question which existed in vocational education of our country that, recognizing the tendency of time clearly, enhancing the sense of urgency of developing the vocational education vigorously;setting up the correct idea of talented person, eliminating the stale thought that despises the vocational education;being clear about the school direction and the goal, changing the trend of striving for higher vocational education to senior vocational education;implementing people-oriented scientific development concept, showing care for the professional career of the educated;renewing vocational education idea, constructing the lifelong vocational education system;enlarging the investment of all levels of finances to the vocational education, specially to the countryside vocational education.
