| With the development of market economy,the higher vocational education has been an important part of Chinese education. Nowadays,the economic function of the higher vocational education is paid more regard by our country. The Chinese government has attached great importance to the development of higher vocational education, making it a national policy to pursue prosperity of the country through advancement of science and technology and prioritizing the development of higher vocational education over all other national undertakings.It shows in "Resolution on Strongly Accelerating Vocational Education Reform and Development" that "To develop the higher vocational education activity is the necessary of improving the citizen's culture quality and deferring the employment."Oriented by employment demands, the Chinese government has further promoted the reform and development of vocational education.However,the development of higher vocational education depends on the support and guide of higher vocational education policy. The policy can guide and manage the development of the higher vocational education.It is still not mature for higher vocational education because it has been only developed for about 20 years.This article introduces the development of the higher vocational education and points out the existing problems.Focusing on the higher vocational education, I use the Human Capital theory,education economic theory, the public policy theory, and the basic principles of the science of administration to analyse the characteristics and the situations of different periods of higher vocational education policy, in order to supply some suggestions about its reform and development.on the basic of learning western experienced of the policy about higher vocational education,explore mainly reforming approach about higher vocationa education. I hope that I can give some valuable advice for the problems of higher vocational education policy in China.
