Developing vocational and technical education has been an important component of our modernization focused on improving people's livelihood at current stage. Since the reform and opening-up, vocational and technical education has got great achievements pushed by a series of govenmental policies. But there has many problems. American federal governmental Auckland planning's failure to attain the expected target aroused people paying attention to research on policy implementation. Similarly, the phenomenon that the aim of vocational and technical education policy has not been fully realized aroused our refecting on vocational education policy implementation.The research on vocational education policy implementation firstly needs both the theoretical and the practical analysis. The scientific theory of policy lays a theoritiical foundation for our research, and the present situation of vocational education policy implementation lays a practical foundation for us. Policy implementation aims at solving problems and coordinating social Interest relations. Since everyone whoever a social person or a member of policy executor has inner drive to persue individual interests maximum as Homo economicus and can be influenced by a knowledge of vocational education value, the block situation in vocational and technical education policy implementation forces us to examine the value of vocational education in both traditional culture way and social reality way. During China's social transitional period, interests differentiate. As a public organization, local government drived by local interest maximum plays games with central government. There's always countermeasure to the policy. The vocational and technical education value in social, economic and individual development is the exact reason that government makes policy and develops vocational and technical education. But most of the policy is not out of the picture. The block root of the vocational education policy implementation is the defect of ensuring vocational education as"Fair Goods"supplies system. Therefore, this dissertation is centered on constructing policy implementation mechanisims based on the theory of"Fair Goods".
