At present, China possesses103famous historical and cultural cities. Similar to the unrenewable natural resources, the development of these historical and cultural cities should also be sustainable. In other words, we have to leave a good heritage to our offspring without any regret, so as to realize the fairness and harmony among generations. Ever since the opening and reforming of our country and with the gradual integrity of our socialist market economy system, more and more attention has been paid to these historical and cultural cities, followed by remarkable achievements in protecting and constructing the cities. However, from an overall perspective, how to deal with the relationship between protection and development is still an unavoidable problem in today's China. Thus, there still remains a historical task both for the academic community and political circles:rightly handling the relationships between inheritance and innovation as well as protection and development; correctly choosing the most suitable strategy for our protection work; on one hand, keeping the unique features of these historical and cultural cities, on the other, promoting the creative transformation of the traditional factors, such as the enginery, industry system, social network and so on; successfully completing the butt joint to modern life and promote the sustainable development of our historical and cultural cities.Based on the introduction to the achievements of the study on the sustainable development of these historical and cultural cities both at home and abroad, this thesis tries to analyze the theories of value and sustainable development about the historical and cultural cities in Chapter2. On the basis of hackling these theories, we extend and enrich the sustainable development to a type of "protection+management+development". Meanwhile, we also analyze the main factors that influence the sustainable development of these historical and cultural cities, such as ideology, systems, the location and functional dissimilation of the cities, the development of the city center, the evacuation of the aborigines, the property right of the historical streets and so on. In Chapter3, from the aspects of management system, legal system and financial guarantees, we make a comparative study on the protection and development of the famous historical and cultural cities in England, Japan, America and China, bringing forward some experience for reference. In Chapter4, we discuss the basic principles of the sustainable development of these historical and cultural cities, which are the principles of overall protection with prominent characteristics, leading protection with first rescue, proper exploit with persistent utilization, policy inclination with all-around participation. In Chapter5, we put forward the route choice for the sustainable development of these historical and cultural cities, which are well fixing the functional location, the urban planning, the management and protecting systems. Among these routes, the functional location is the precondition, the industrial choice is the key pint, the planning and designing are the lead, and the system arranging and protection are guarantees. In Chapter6, following the principles of scientific, all-around, independent, feasible, practical and comparable, we construct the assessment index systems both for the historical and cultural cities and its leading industry—tourism. What's more, we take the tourism development of Qufu city as an example; determine the value of statistical indicant of the above mentioned index systems and make a general assessment of the sustainable development abilities.As the hometown of Confucius, Qufu is among the first national24historical and cultural cities. In this area, we have the Temple of Confucius, the Kong Family Mansion and the Cemetery of Confucius, which are international cultural heritage and have been honored as Oriental Holy City. There are many cities in China can be parallel with Qufu, except from the height, thickness and width of culture, which makes Qufu unsurpassable. The development models and strategies of Qufu make itself become powerful representatives of the historical and cultural cities, especially in some county and urban levels. In Chapter7, we also use Qufu as the example to analyze the development location of the historical and cultural cities as well as the route choice of the sustainable development.This thesis makes full use of the theories of many disciplines, such as history, sociology, economics, law, executive management, urban planning and so on. By the methods of combining the theories and demonstration analysis, the qualitative analysis and quantitative research, the individual analysis and overall research, we have made a systematic and overall study on the sustainable development of these historical and cultural cities in order to provide theoretic guidance and practical methods for reference in protecting and developing our historical and cultural cities.
