A Study On The Development And Utilization Of The Historical Blocks Of Hunan National Historical And Cultural Cities

The historical and cultural city is an important cultural heritage resource,and the historical block is one of the important contents to support the historical and cultural city.In recent years,on the basis of protection,famous historical and cultural cities in various places have made different achievements in the development and utilization of cultural heritage resources in historical blocks.Hunan has four national historical and cultural cities,such as Changsha,Yueyang,Phoenix and Yongzhou,and the development and utilization of its historical blocks is also quite noteworthy.In this paper,seven historical blocks in the famous historical and cultural cities of Hunan Province are selected as the research objects,namely,Taiping Street,Chaozong Street in Changsha City,Dongting South Road in Yueyang City,North and South Street in Lu Cheng,ancient city historical block in Fenghuang County,Shawan historical block and Liuzi Street in Yongzhou City.On the basis of defining the concept and expounding the relevant theories,this paper carries out research from the following aspects.First of all,analyze eachblock and its resources,think its historical and cultural,educational,scientific value,is an important prerequisite for development and utilization.Secondly,from the perspective of concept influence,value drive and demand drive,this paper discusses the motivation of block development and utilization.Thirdly,from the point of view of the main body of development,this paper analyzes the development and utilization of the historical block of Hunan national historical and cultural city,and thinks that there are two modes of development and utilization: the leading type of government and enterprise and the cooperation type of government and enterprise.Among them,the government-enterprise-led type can be divided into government-led type(Yongzhou Liuzi Street)and enterprise-led type(Phoenix ancient city historical block and Shawan historical block);government-enterprise cooperation type can be divided into government-state-owned enterprise cooperation type(Changsha Taiping Street,Chaozong Street and Yueyang Dongting South Road historical block);government-state-owned enterprise cooperation type(Yueyang Lu Chengnan North Street).Combined with specific cases,this paper analyzes the development and utilization of different types of blocks,expounds the effectiveness of their development and utilization,and summarizes the commonness and differences of the development and utilization of these blocks.Finally,this paper comprehensively investigates that the development and utilization of seven blocks have the following problems: the management and the mode of development need to be improved;the relationship between protection and development is not coordinated;the path of resource development and the effectiveness of block development are limited.In view of the problems,this paper combines the relevant policies and industry trends to put forward specific countermeasures for solving the problems,aiming at starting with the development and utilization,providing ideas for the protection and sustainable development of the historical blocks of Hunan's national historical and cultural cities,and providing reference for the development and utilization of Chinese historical blocks.
