A Study On The Development And Utilization Prospect Of Privileged Mineral Resources And Industrial Development Strategy In Baishan City

Since Baishan City boasts abundant natural resources, there is large potential for the exploration and development of some privileged metals such as iron, diatomite, dolomite, gold and cobalt. Over these years, thanks for the robust regional economic development, the exploitation of these mineral resources has been conducted in an intensive way. As a result, resource industry has gradually become one of the leading industries in the economic and social development. At the same time, constrained by the economic and technological conditions, the overall utilization of privileged mineral resources has much room to tap. Therefore, the contribution of this industry to the economic development is far behind other industries. To this end, it holds great practical significance to work out a scientific planning program to provide guidance on the production activities of mineral resources and policy advice to the development of relevant industries.The major results generated from this study are as follows:1. This thesis carries out a systematic analysis and summary on the current reserve, exploitation, supply and demand of five privileged mineral resources including iron, diatomite, dolomite, gold and cobalt home and abroad. In this case, it can provide reference for the development and utilization of relevant privileged mineral resources in Baishan City with longer vision.2. Instructed by the multi-target decision-making theory, this thesis sets up a multi-target comprehensive evaluation indicators system and carries out an economic assessment potential analysis on development and utilization of the privileged mineral resources in Baishan City. On this basis, it quantitifies the contribution made by the privileged mineral resources to the regional economic and social development.3. Referring the features and experience of transformation and sustainable development of resource-oriented cities, this thesis carries out a roadmap analysis on the economic conditions and industrial evolution of 4 pilot cities, which are Fuxin, Daqing, Liaoyuan and Baishan. Moreover, it summarizes the basic characteristics of such cities reflected in their transformation process. Taking into consideration the problems that are faced by the resources-producing companies and industries in their development in Baishan City, it addresses the development strategy for the resource-based industries in Bashan in a fairly systematic way.4. Taking the diatomite resources for example, this thesis makes case studies on the development planning and strategy for the privileged mineral industry in Baishan. With a comparison study on the current reserve and development of diatomite resources both at home and abroad as well as a comprehensive assessment and quantitified projection on the demand and supply market of mineral products, based on the advantages in resource reserve and industrial foundation, the thesis works out a development plan for the diatomite industry over the period of 2009 to 2015 in a scientific manner, and puts forward specific development advice and incentive measures. The above-mentioned output has been well reflected in the new version of development plan of mineral industry of Baishan City, which provides substantial instructions to accelerate the mineral economic development of this city.
