Mineral resources are an important material foundation of economic development for a certain region or even a country. It also occopies an important possition and plays a pivotal role in mineral resource cities .With the rapid development of technology and economy, We have consumed a lot of limited resources. Sustainable development has become an effective way to development and utilise mineral resources. To address resource constraints and ensure sustainable development of mineral resource cities, we must strengthen the exploration, planning and management of mineral resources. It has important strategic significance in promoting regional property of economy and achieving the sustainable development of China's economy.Tongchuan City, a city built mainly relying on their reserves and development of mineral resources development, is located in the central Shaanxi and has easier access to transportation. In the past 50 years, the exploration of mineral resources of Tongchuan has greatly contributed to the economic development of Shaanxi and the country. Based on the requirements of sustainable resource development, researching and exploring the sustainable development of mineral resources plays a crucial role not only in the the economic and development Tongchuan, but has long strategic importance in Shaanxi or even the entire northwest region of China.This thesis sums up the basis of theory of the essence, concept and purpose of sustainable development of the development and utilization of mineral resources, Combineing with years of practical experience and extensive field-specific research, We analysis of the problems of the sustainable development of mineral resources. in the Energy Base of Shanxi - Tongchuan City .Firstly, we analyzed the situation of the mineral resources in Tongchuan. The basic elements include: the reserves and distribution of mineral resources, advantageous resources and its characteristics .Meanwhile according to the Status of mineral resources of Tongchuan,we analyzed the problems and deficiencies of the development and utilization of mineral resources in Tongchuan; Secondly, from the perspective of sustainable development, we formulated the principles, objectives and specific measures of sustainable development of mineral resources in Tongchuan; Thirdly,the author outlined the next 10 years of planning objectives of the development and protection of. mineral resources in Tongchuan combining the planning of Shannxi and the government in order to implement the development and utilization of mineral resources effectively. It mainly includes the layout and distribution of mineral resources, the total amount of resource development, the condition of accessing to resourses, the projects of recovery and management and demonstration areas, and mine geological environment protection and management, Finally, the article put forward the suggestions and countermeasures of exploiting and utilizing the mineral resources sustainablely in Tongchuan.
