Empirical Analysis Of Urbanization Development Level In Baishan City Of Jilin Province

At present, China has entered the ranks of middle-income countries,but due to China is a large country and regional development isunbalanced, especially in the gap between urban and rural areas. Its widerange, large gap will affect the all-round, coordinated and sustainabledevelopment of China. Problems of urbanization will be China’s biggestdevelopment potential in the coming decades. Urbanization developmentprocess is not only the main task of the adjustment of economic structurebut also the major initiatives to reduce the income gap between urban andrural areas and to promote healthy and sustainable development ofeconomic. In the just concluded two sessions in2014, China puts forwardthe new urbanization planning (2014-2020), makes new requirementsabout the level, quality, structure, pattern and the system of urbanization.It puts emphasis on accelerating progress of medium and small cities, andattaches importance to the revitalization of the Old Industrial Base inNortheast China. Baishan city is faced with unprecedented opportunitiesfor development because of the series of preferential national polices.Therefore, it is necessary to make an effective system evaluation ofurbanization level in Baishan, and to carry on the analysis, in order tospeed up the urbanization development process of Baishan city, toimprove the quality of urbanization, and to promote the economicdevelopment of Baishan region.On the basis of this paper in urbanization research at home andaboard, it briefly introduces the basic principle of urbanization andrelated theory, laid a theoretical basis for the urbanization development of Baishan city; Secondly, to analyze the urbanization development ofBaishan city, we find that the urbanization of Baishan has incomparableadvantages in superior natural conditions and social economic conditions.Population urbanization level improved year by year, number of townsalso increased year after year, but the defects of slow process ofurbanization and low quality are still be there. The national and provincialcity has formulated the policy to promote the urbanization development;it provides a favorable policy guarantee for the urbanization developmentof Baishan city.This article uses the AHP (Analytic Hierarchy Process), thescientific selection combine with index and the actual situation ofBaishan urbanization, from the economy, population, society andenvironment four aspects to select17indicators constructs the evaluationindex system of urbanization level. And through the calculation andcomparison for the data between the whole nation and Baishan city in2010and2011, the comprehensive ranking and the standard layer rankingcan be concluded, the general conclusion from the overall analysis is thatBaishan urbanization level significantly higher than the national averagein terms of economy and population, but lower in social andenvironmental aspects. On this basis, detailed analysis item by item fromthe economic index, population index, social indicator and environmentalindicator four aspects, we found that the economy of Baishan developsfaster, the proportion of non-agriculture population is high, andpopulation urbanization rate is higher. But the third industry developmentlags behind, which will be bad for the development economy and thetransfer of rural surplus labor force; Infrastructure is relatively backward,the urbanization level of environment is low, and it does not match withthe superior ecological resources. By the end of the article, it sums up thesuccess measures and experience of the urbanization development ofmodal cities both at home and abroad. And aiming at the existing problemof empirical research in Baishan urbanization, to put forward the countermeasures and suggestions in the aspects which are reasonablelayout, develop the third industry, attach great importance to theprotection of ecological environment, and improve the infrastructureconstruction.
