Since1982,the United Nations World Commission on Environment andDevelopment proposed the " sustainable development", all countries in the worldput forward to sustainable development strategy according to sustainabledevelopment to adapt to the current situation of national. In1994,China issued the" twenty-first Century China Agenda", since then China has this agenda foreconomic development basic principle.China is rich in mineral resources, a lot ofmineral resources are the only or the quality of the optimal, maximum reserves.Diatomite resources reserves second ranking in the world.Diatomite resources inJilin Province is fames of the high SiO2concentration,which is the similar qualitywith the state of California resources.Since the last century fifty’s, Baishan Citybegan the diatomite resources development, utilization and development. But afternearly sixty years of development, Baishan City diatomite products remain lowtechnology, using only the first grade diatomite products. In recent years BaishanCity established Changbai, Linjiang two diatomite industrial concentration area,however,because of the coordination, planning lag lead to Baishan City diatomitemining enterprise undertook extensive type development, repeated smallbusinesses without planning and construction; diatomaceous industry andregulations lack,;lack of effective means of traditional government regulation;market capacity is limited, the market develops the work weak; comprehensivesupporting system, transport system is not perfect; education foundation is weak,enterprise technology, management, technical personnel shortages and otherproblems. The enterprise only use the first level diatomite development,dissipatesecond、third level diatomaceous earth.This kind of the existing developmentmodel, not only could do no guarantee to the innovation and sustainability,resulting in the exploitation of resources waste and damage of ecologicalenvironment. According to the current development situation of Baishan City diatomiteresources, with the sustainable development, system dynamic, do the sustainabledevelopment evaluation to the Baishan City diatomite resources. Through localinvestigation, obtained the relevant data; according to the Baishan City diatomiteresources development current situation, using the methodology, non monetaryindex mode form the sustainable development index system and system dynamicsmodel; in sustainable development evaluation system establishment and evaluationof the model, using the analytic hierarchy process, non-dimensional indicatorsprocessing the data, using fuzzy comprehensive evaluation method analyzing; insystem dynamics model,according to Baishan City diatomite resourcesdevelopment patterns Vensim system draw Baishan City diatomite resourcesdevelopment system simulation model. Through data analysis and simulation,Baishan City diatomite resources development mode currently is in the traditionaldevelopment mode transiting to the primary sustainable development pattern. Forachieving sustainable development and benefiting the next generation, balancingintergenerational wealth, Baishan City diatomite resources development modeshould be regulated.Baishan City diatomite resources sustainable developmentneeds the government to the diatomite resources development planning, products,market orientation and other aspects of the guidance and standard.
