| As an important part of urban land, urban construction land (UCL) has played a huge contribution for China’s economic growth and urbanization at this stage of China. However, as a kind of natural resource, unreasonable utilization of UCL will lead to its multifunctional advantage can not play its proper role. On the one hand, this may result in some issues become more apparent, such as inefficient economic growth, food security, rural stability, and so on. On the other hand, this may lead to population growth, traffic congestion, environmental degradation, shortage of housing, employment difficulties, and other "urban disease" effects more prominent. For China, implementing the new urbanization development strategy, these effects are particularly important. Therefore, under the background of new-type urbanization, it is necessary to assess the rationality of China’s existing UCL. The focus of the assessment of UCL should not be only on analyzing the rationality of economic benefits of urban construction land, input and output efficiency, structure and layout and social services value, but also analyzing UCL development UCL impacts on the degree of friendly environment, the impact on social justice and the contribution degree for foster cultural. Along with the gradual rising of the performance evaluation theory in new public management movement, ’Performance Evaluation", the advanced management tools, have achieved great success in optimizing the government’s public administration reform in UK and US. When it comes to performance evaluation, the most classic explanation means the evaluation of the accomplishment job to the given expected goal of one even. Therefore, based on performance evaluation theory, there are significance in both theory and practice of performance evaluation for UCL under the new-type urbanization. However, UCL is different from general public administration projects. How to combine performance evaluation theory with UCL with special attributes effectively in this new stage is the key to evaluate performance for UCL under the new-type urbanization.In addition, when the different regional development situates in different certain conditions, the special emphasis of UCL development will be different.If using a uniform standard to evaluate UCL performance, the results will lack fidelity. Then it will have difficulty to identify and resolve the urgent problems UCL fecing in different regions, which will go against different UCL functions playing comparative advantage, and be bad for taking different management measures. Therefore, researching UCL performance evaluation under regional differentiation conditions is a scientific problem at this stage. And all of these are important demands of new-type urbanization, including optimizing the service efficiency and carrying out different management in different regions.Based on this, starting from the phased evolution of UCL functional attributes, this paper had a discussion on UCL characteristics under the new-type urbanization respectively, including functional properties, performance connotation, performance calculate method, evaluation direction, five-dimensional performance evaluation index system, performance evaluation model under regional differentiation conditions, the coordination level of five-dimensional performance, the constraint factors of UCL performance. And this paper also took Hubei province as an empirical example to put UCL evaluation system into practice. All of those were aimed to establish UCL evaluation system and improvement measures under the new-type urbanization.This research will help to further improve the theoretical basis and UCL evaluation method system under the new-type urbanization, and also will contribute to promoting coordinated development of UCL multifunction. At last this research will provide references for the efficient use of UCL and the policy implementation implement of "double control" (total quantity control and intensity control of UCL. Specifically, the main research contents and conclusions of this paper are as follows:(1) Research on connotation and measurement of UCL under the new-type urbanization.How to carry out macro-level UCL performance evaluation under the new-type urbanization? The existing research didn’t exactly give definite answers. By deeply analyzing the phased evolution process of UCL dominant function in different stage, this paper considers UCL performance evaluation under the new-type urbanization should be carried out from these aspects, including economic production, social services, ecological protection, political equality and efficiency guarantee and cultural heritage functions. This paper also points out that UCL performance under the new-type urbanization is the coordination degree between the comprehensive effectiveness of economic, social, ecological, political and cultural functions of regional UCL and regional comprehensive development level. And its theoretical calculation formula of is the ratio of the value of UCL comprehensive effectiveness to regional comprehensive development level which is measured by regional development foundation, function orientation and development goals.(2) Research on UCL function-oriented performance evaluation index system under the new-type urbanization.UCL performance evaluation index system is the basis for carrying out UCL performance evaluation. Only when a scientific and reasonable evaluation index system was set up, can the comprehensive UCL performance levels in different regions be evaluated. According to the economic production, social services, ecological protection, political equality and efficiency guarantee and cultural heritage functions of UCL, combining the new-type urbanization requirement, this paper constructed five-dimensional performance evaluation index system of UCL under the new-type urbanization by indicators logical hierarchy analyzing. This index system not only reflects the input and output level of UCL, but also reflects the influence on public living standards and social services from "people-oriented" development concept of UCL, also it reflects the ecological balance and environmental friendliness of UCL, as well as reflects the efficiency of administrative services and fair degree of social provided by UCL, even reflects the efforts of cultivating inheriting site culture, educational culture, and scientific and technological innovation culture by UCL.(3) Research on UCL performance evaluation model under regional differentiation conditions. Due to UCL performance evaluation standard at this stage is comparatively single and lack differential treatment. Meanwhile UCL performance connotation could not be compared in different regional development because of "background effect". For these problems, according to UCL performance theory calculation formula and its five-dimensional performance evaluation system, by bring into "regional comprehensive development level" concept to measure the regional differentiation, this paper built a new-type UCL performance evaluation model under regional differentiation conditions. This model has combined with conditional event ideology and coordinated development principle and finally achieved the aim of that UCLperformance connotation indifferent regional background could be modified to a unified platform and then the performance could be compared and analyzed.(4) Research on the coordination level of UCL five-dimensional performance under the new-type urbanization. UCL performance evaluation score does not have absolute meanings but relative meanings. It is necessary to analyze UCL five-dimensional performances coordination level, because the new-type urbanization emphasizes coordinated development. Also, single dimension of UCL with high performance does not mean a high comprehensive UCL performance. The regional UCL performance was really high only when UCL all five-dimensional performances were high. Thus, according to the principle of "the more coordinated five-dimensional performances, the smaller their dispersion degree", UCL five-dimensional performance coordination model was derived and established to distinguish different regional UCL five-dimensional coordinate level. Then different type areas of performance coordination were divided into. And those achievement provide a basis for improving the comprehensive UCL performance by differential measures.(5) Research on obstructive factors identification of UCL performance under the new-type urbanization.In order to diagnose the constraint factors of UCL performance, the concepts of "contribution factor", "deviation index" and "obstacles degree" were introduced to build obstructive factors identification model. Then this paper quantitatively analyzed the urban construction land performance results under the new urbanization background were analyzed from a quantitative point of view,thus taking effective measures to improve the performance of urban construction land.(6) Based on above achievement of UCL performance evaluation theory and methods, this paper took Hubei province as an example to carry out empirical analysis. It is aimed at exploring the characteristic of UCL five-dimensional performance under the new-type urbanization, diagnosing the constraint factors of UCL performance, and discussing the improvement path and measures of UCL performance. Firstly, according to calculating the regional comprehensive development index in Hubei province, it can be seen that regional development difference is obvious in Hubei province, providing the basic conditions for applying UCL performance evaluation model under regional differentiation conditions. Secondly, by applying UCL performance evaluation system under the new-type urbanization, this paper estimated the UCL performance level in different regions of Hubei Province. From the overall, UCL performance level in different regions of Hubei province were unevenness and obviously discrepant.And three UCL performance type divisions were classified, named "excellent comprehensive performance area" with two regions, "good comprehensive performance area" with four regions, "medium comprehensive performance area" with five regions and "poor comprehensive performance area" with five regions. Judging from UCL five-dimensional performance coordination degree, they were at three levels and respectively were "moderate imbalance level" (obe regions), "basic coordination level" (eight regions) and "medium coordination level" (seven regions). And the main restricting factors of UCL performance in Hubei province were the input and output efficiency of UCL, the social impartial degree caused by UCL, the UCL management tax justice-degree, the environmental friendliness of UCL, the residents’ cultural quality level, the cultural cultivation of scientific and technological innovation, the residents’ living level and the administrative efficiency. Finally, according to the analysis results of UCL performance evaluation in different regions of Hubei province, this paper put forward the relevant policy recommendations. From the micro-level, we can divide regions into different performance improvement type areas to improve the comprehensive UCL performance by formulating differential policy. From the macro-level, we can establish performance management construction scheme of UCL, regulations arrangement and safeguard measures to improve the regional UCL performance.This paper is innovative in several aspects:(1) This paper took urban construction land (UCL) as the research object and UCL five-dimension function as pointcut under the new-type urbanization to build a set of UCL performance evaluation system and framework under the new-type urbanization based on new-type UCL performance evaluation connotation with the coordinated development concept.This achievement provides new ideas for how to develop UCL performance evaluation during the new-type urbanization period.(2) How to develop UCL performance evaluation? The existing research has not gave definite answers. According to Proceed from the economic production, social services, ecological protection, political equality and efficiency guarantee and cultural heritage functions of UCL the new-type urbanization, this paper establish a new-type UCL five-dimensional performance evaluation index system. It can not only reflect the intensivism and efficiency, the people-oriented social effect and ecological environment protection effect of UCL, but also can reflect the degree of social justice and cultural inheritance effect caused by UCL, so as to realize the regional development comprehensive appraisal target under the new normal in economic growth, environmental protection, people-oriented, social justice, management efficient and culture inheritance.(3) Due to UCL performance evaluation standard at this stage is comparatively single and lack differential treatment.Meanwhile UCL performance connotation could not be compared in different regional development because of "background effect", leading to failure in control and management of UCL. In order to carry out differential assessment for different regional UCL, Based on the coordinated development concept and conditional event ideology, this paper deduced the theoretical UCL performance calculation formula from the traditional performance calculation formula, combining with the requirements of the new-type urbanization.And then this paper built a new-type UCL performance evaluation model which to solve above-mentioned problems. The main idea of this model is that it uses the regional comprehensive development level instead of expectations should have been set, so as to realise the target of differentially evaluation for UCL performance by same UCL performance evaluation index system.
