The Research On Influences Of New-type Urbanization On The Intensive Urban Land Use In China

Urbanization is the only way to modernization. Land as the carrier of urban space economic activities, whether it is the upgrading of industrial structure or the agglomering of factors, it somehow depend on the it’s reallocation. However, compared with the United States and Europe, Japan and other developed countries who implemented the mode of urbanization of intensive land use, China’s rapid urbanization accumulate increasingly prominent economic and social problem s. For example, some areas of the cities’ boundary spread disorderly; the efficiency of land using is very low. Moreover, a large number of high quality land resource s had been eroded, which seriously threat en China’s food and ecological security. In addition, compulsory acquisition of lands harmed the interests of the peasants, which lead to more land disputes and social contradictions. In view of this, in December 2013, the central working conference of urbanization put forward to people-oriented as the core content of the new-type urbanization, which will improve the utilization efficiency of the urban construction land as the main content of the new-type urbanization, and then highlight the necessity and the urgency on following a new path of urbanization to promote intensive land use. All along, aiming at inefficient problems of land use in the process of urbanization, our government and scholars pay great attention on how to promote the intensive land use which has become a hot focus of attention and research. In theory, the urbanization is generally conducive to the intensive land use.But at present most studies in China show that the traditional urbanization is an important problem of causing inefficient use of land. T herefore, under the background of advancing the new urbanization in China, the research of influence mechanism on new-type urbanization to urban intensive land use in our country, is not only beneficial to investigating the reason of extensive land use in the process of urbanization, but also has important theoretical and practical significance in actively and steadily pushing forward new-type urbanization, promoting urbanization quality and efficiency and the ov erall planning of land intensive use.Throughout the past about the literature of new-type urbanization and intensive land use, the scholars at home and abroad based on the different perspectives, apply different methods, pay attention to different level to further research impact on the urbanization in China to intensive the land use. But there are mainly three problems from the literature. First, pay more attention to the past literature from the traditional urbanization perspective to investigate the problems in intensive land use. In fact, urbanization process and its essence is the change process of economic structure, social structure and spatial structure. Compared with the traditional urbanization, people-oriented on new-type urbanization pay more a ttention to integration of urbanization and industry, urban and rural integration and spatial correlation. Integration of urbanization and industry, urban and rural integration and spatial correlation is endowed with new-type traits on the process of urban ization of the economic structure, social structure and spatial structure change, the three one complement each other, are unified in the evolution of the new-type urbanization. Therefore, considering the new characteristics of new-type urbanization, to study urban intensive land use is more practical and referen tial significance. Secondly, the existing research achievements about urban intensive land use is a good description on explaining China’s current situation of the intensive land use, but the existing research is lack of theoretical basis in the selection of indicators, its conclusion is debatable naturally.Thirdly, most of the previous literature ignores the impact of neighborhood space interaction. Land as the carrier of spa tial economic activities, economic, social and geographical factors limited to the study of local area is not enough, we also need to pay attention and affect the surrounding city economic,social and other factors. Therefore, considering the spatial factors between regions in research on problems of the land use in the process of urbanization is necessary.Based on this, and were different from existing research es, this article will take the urban economic structure, social structure, spatial structure change as the main line, through constructing the clear, tight logic analysis framework of new-type urbanization and land use. which discuss the micro mechanism and the overall effect of the new-tye urbanization on intensive land use from three aspects of integration of urbanization and industry, urban and rural integration, spatial correlation. It emphasize on the content of the following three aspects: first, by reviewing literatures, it introduce the transmission mechanism of the influence of the new-type urbanization to the intensive land use in detail; Second, it summarizes the existing theory on the intensive land use form, based on the combination of existing literature and frequency statistics analysis to choose a set of index system which can highlight attributes of the intensive land use in China, and using the dynamic global principal components analysis and measure urban intensive land use level, it is more convincing in theory; Third, taking the space effect into the inner drive mechanism of intensive land use, and considering the the interaction problems on adjacent regions as well as the economic ties between the urbanization and the construction land, with spatial measurement technique for empirical research. What’s more, the spatial weight matrix selection considering the geographical information and economic characteristics, based on the ideas of gravity model to construct compr ehensive wei ghting matrix, it can better reflect the effect of continuous variables with the distance attenuation law.Taking into account the new-type urbanization characteristics and mechanism of land space, we construct the panel data model to multiangle, empirical study and found that:(1) There exi sts a significant positive spa tial autocorrelation in China’s urban intensive land use, and th e new-type urbanization and spatial pattern of urban land intensive use ha ve great similarity and synchronization of cluster evolution trend; The new-type urbanization can effectively promote the intensive use of urban land.(2) considering the change of economic structure, in the current urban and industrial distribu tion, industry diversifying economy has significant positive effect on ascension of the intensive land use, and industry specialization economy still does not have this effect; In terms of China’s urbanization, urban agglomeration economic effects on intensive land use also depends on the city size and the coordination degree of urban and industrial constraints.(3) Considering the social structure change, to improve the level of urban and rural integration is conducive to promote urban intensive land use.From sub-regional perspective, there are obvious difference in the East, central and western regions of the three: The further deepening of the integration of urban and rural areas can raise th e eastern and central towns’ level of the intensive land use,and the effect of the central region is much stronger than the eastern region, but the effect is not significant in the western region. The integration urban and rural spatial lag items index shows that whether in the national level or regional level,we has not yet found empirical evidence of urban-rural spatial spillover effects.(4) considering the spatial structure change, whether it is the role of interregional development of technology spillo ver effect and interregional communication technology spillover effects on the function of t he urban land intensive use ha s obvious promoting effect; Do mestic and international market have obvious scale economic effect of urban land use, which enhance the level of urban intensive land use, and the international and domestic market on the intensive land use is the linkage effect. Whatever the size of the cities, interregional development technology spillover effect and the spatial distribution of the domest ic market ha ve a significant positive effect on urban intensive land use, and the effect of interregional communication technology spillover on land intensive use on was significantly positive in large, medium and small cities but in megacities was not sig nificant, moreover only the intensive land use level in big city in the international market space reinforcement effect has significant positive effect.
