In recent years, with the rapid growth of vehicle ownership, vehicle exhaust emissions have become one of the main sources of pollution affect urban air quality, it is seriously constraints to sustainable urban development. Therefore, a way of the vehicle industry’s energy saving and air pollution reducing is transforming the period vehicle into the electric vehicle. And the development of the electric vehicle is a main way for the future.The electric vehicle industry has entered a stage of development for the car industry. Some developed countries, such as American, have already built the related policy and system, and the electric vehicle has already steped in primary development stage. In China, electric vehicle has been incorporated into the national economic and social development in "Thirteen Five" Plan, and point out that the electric vehicle is the main orientation of the car’s industry. Electric vehicle is a new industry and alough the local governments at all levels to actively support electric vehicles industrial development, and proposed electric car production capacity and ownership in other specific development goals, especially in Beijing and Shanghai. However, the electric car as a new industry also faces enormous challenges technology investment and industrial innovation development. How to form the entire electric vehicle industry, policy support and management system and promote rapid, healthy and sustainable development of the electric vehicle industry is a very important research topic. It is also necessary to study the issue. Therefore, this paper considers the electric vehicle as the study object, and from the project management perspective to research the electric vehicle project development and forecasting problem, the paper’s main contents are as follows:(1) Analyze the factors affecting the electric vehicle project, and use the statistics method to check the significance, and use the correspondence analysis to analyze the driven factors, according to driven factors, the consumer groups location iss studied.(2) Create Mean-CVaR investment optimization allocation ratio model, which considers the proportion of investment in electric vehicle project optimization under uncertainty, and give an investment allocation optimization solution for a case.(3) Create an electric vehicle charging station location optimization model based on geographic grid and harmony optimization algorithm. First, the geographic grid method is used to get the quantitatively path and covering area, then harmony search algorithm was used for charging station location optimization problem. Through an example, the model is confirming the validity of the algorithm.(4) Present a combination of subjective and objective evaluation method based on cloudy model and triangular fuzzy AHP (FEAHP). According the project evaluation theory requirements, a post evaluation system is built from implementation process evaluation, economic evaluation, project impact assessment, sustainable evaluation four aspects, and the integrated weights were obtained by combining triangular fuzzy AHP (FEAHP) and mean square error method, and the cloudy model is used to quantify indicators values. Finally a case study is given, and the method is validated, some given recommendations are also given.(5) Create a combined forecasting model with simulated annealing algorithm to optimize the weights. It can get higher accuracy for annual car ownership values. Combined the model, an electric vehicle project development scenarios system dynamics simulation model is also built, used Beijing’s related data, car ownership’s target, the electric vehicle project investment and the role of government price subsidies three major Beijing policy implementation comparing simulation results are analysis. For the simulation results, some relevant recommendations are given.
