Study On The Ecological Compensation Pattern And Operating Mechanism Of Mineral Resources Development In The Frontier Minority Areas

Mineral resources are rich in the frontier minority areas. Reasonable and or derly development and utilization of the advantage of mineral resources in the frontier minority areas has great strategic significance to alleviate the bottleneck of resource constraints of national economic and social development, improve the supply capacity of the domestic mineral resources and increase the degree of domestic mineral resources security. At the same time, it can advance regional economic development fundamentally, promote labor employment and help local minority people to become rich. Thereby promoting social harmony and strengthen national unity. The key problem of r easonable and orderly development and utilization of mineral resources in the frontier minority areas is to deal well with the relationship between development and utilization of mineral resources, ecological environment protection and the masses to become rich(frontier stability, national unity).The influence on ecological environment that exploration and development of mineral resources has, which is the external effect of mineral resources development, need scientific evaluation method, use the ecological compensation pattern, take the government regulation and market regulation to make negative externalities minimize and make the benefits of mineral resources maximize.This paper study on the ecological compensation pattern and the compensation standard of mineral resources,reference the domestic and foreign research results of ecological compensation of resources development to provide a scientific theory research fra mework for establishing ecological compensation pattern and guaranteeing the implementation of resources development compensation in the frontier minority areas.The main research contents and conclusions are as follows:1. This paper as the starting point to analysis the importance and particularity of mineral resources development in the frontier minority areas, scientifically review on the relationship between mineral resources development,ecological environmental protection and economic social developmen t to find accurate positioning of resources ecological compensation p attern based on the theory of resource economics,sustainable development and so on.2. Based on the analysis of domestic and foreign mineral resources development ecological compensation pattern, combined with the special nature of mineral resources development in the frontier minority areas, According to the property rights system of resources and environment,the degree of market development of ecological recovery and management and the industry chain integrity of resource development to determine the ecological compensation p attern of Government regulation, market regulation parallel.3. According to the main content of the construction of the harmonious mining area in our country to analyze the ecological compensation benefits of the construction of the harmonious mining area. To propose clearly that the construction of harmonious mining area is a part of the mineral resources development ecological compensation. Research to establish a quantitative evaluation index system, the content mainly includes the economic benefits of mineral resources, the leading role o f enterprises to local economic development and so on.4. In this pape, the tax adjustment as the main content of mineral resources development ecological compensation patten in the frontier minority areas. Applying the calculation method of ecological compensation standard in the determination of tax adjustment factor to achieve that influence factors of ecological environment compensation is reflected in the mineral resource tax.5.Transforming the mineral resource tax levied formula. Applying the ecologi cal footprint method, recovery cost method, analytic hierarchy process(ahp) to determine the mineral resource tax adjustment factor, including coefficient a, coefficient b and the coefficient c, representing the management degree of restoring the ecological environment, the situation of the construction of the harmonious mining area and regional ecological and environmental carrying capacity.
