Research Of Arable Land Ecological Compensation Desire And Standard Under The Perspective Of Protection Of Farmers' Rights

Current status of development of the cultivated land in our country present's decline,decline in the quality of the status quo,serious damage to the survival of human ecological environment,increasing negative impact on human.Cultivated land ecological benefits has the externality,the interests of the farmers is compensation stakeholders directly,didn't get the reasonable compensation or compensation does not reach the designated position,rights and interests of farmers,the protect arable land,the initiative and enthusiasm of all reduced,resulting in the current system environment,farmers not only a strong sense of protecting arable land,and abandoned land,flow field,the phenomenon such as cultivated land.To fundamentally change the current situation,the need for protection of rights and interests of farmers,farmers' will of land compensation standards.This system can realize positive externalities internalized,cultivated land property right to the protection of arable land is given priority to with constraint system step by step into the combination of constraint and incentive system,and finally reach the protection of the rights and interests of farmers,effectively supply new target system,this is what this article is to study the protection of the rights and interests of farmers under the perspective of cognitive,willingness,and cultivated land ecological compensation standard in Wuhan city research.In this paper,under the background of development of cultivated land ecological compensation in China,analyzes the present situation of arable land ecological compensation in Wuhan city and existing problems.The government mainly ecological compensation management system is not sound,single compensation way,the compensation behavior is not standard,the cause of the cultivated land ecological compensation standard is not scientific and so on;Farmers reasons mainly lack of the consciousness of protecting farmland ecological value and the lack of farmers' rights group.The effective implementation of the cultivated land ecological compensation need cooperate with government and market effect,effective constraint mechanism,and the farmer's own efforts.Through questionnaire survey,using the conditional value appraisal method and regression analysis,this paper get the following results:(1)to build ecological compensation management system,determine reasonable compensation standard,the most important is to improve the farmers' enthusiasm.(2)the farmers on ecological responsibility cognition unclear,low recognition is a farmer in the cultivated land ecological compensation can't protect their own rights and interests of one of the reasons.(3)calculates the farmers to participate in the cultivated land protection in Wuhan city of willingness to an average of 480.12 yuan per acre per year.Wuhan urban residents to participate in the cultivated land protection of willingness to an average of 283.15 yuan per acre per year.The Wuhan urban residents will compensation are much smaller than of farmers' willingness to payments.(4)calculates the farmers to participate in the cultivated land protection in Wuhan city willingness to pay an average of 117.57 yuan per year,Wuhan urban residents to participate in the cultivated land protection of willingness to an average of 510 yuan per acre every year.City pay rate is generally higher than the countryside,the main cognitive degree of impact on the ecological benefits.Based on the survey results,combined with the problem of cultivated land ecological compensation system in China,and put forward Suggestions for the perfection of farmland ecological compensation system in Wuhan city:include(1)attaches great importance to the realization of the rights and interests of farmers;(2)improve farmers on ecological benefit cognition;(3)land to build the ecological compensation mechanism;(4)to measure the improvement of the standard(5)the measuring error analysis.
