With tourism coming into the stage of comprehensive development, low-carbon tourism has become the most suitable way to meet the requirements of sustainable development.since 2009, the Chinese government has been promoting low-carbon tourism and exploring its development mode. The government adopted all kinds of policies to encourage low-carbon tourism. On the National low-carbon tourism development conference hold by the ACEF(All-China Environment Federation) and Chinese Tourist Attractions Association, 50 experimental zones of low-carbon tourism and 19 Low-carbon tourism demonstration areas are selected as pioneers to carry out low-carbon tourism. June 6, 2013, the National Climate Change Strategy Research and International Cooperation Center held media conference to determine the June 17, 2013 as the first "National Low Carbon Day", which indicates the government’s resolution to become low-carbon and energy-saving on the way building a better home.With the low-carbon tourism in depth, relevant theoretical studies are endless. In the last four years, the number of academic papers and journal papers has increased, steadily, reaching more than 600 articles. These academic achievements interpret low-carbon tourism through such methods like theoretical analysis, concept interpretation, methodological hermeneutics, empirical analysis, providing the oretical guidance for the practice. However until now, studies on low-carbon tourism have not yet formed a unified theoretical framework, showing contention of a hundred schools of thought. In view of this, this article intended to conduct system and evaluation analysis, study development models through a variety of methods with the guidance of system conception, completing the studies on low-carbon tourism.In this paper, the author defined the low-carbon tourism system scientifically and split it into four subsystem as support subsystem, pressure subsystem, coordination and development subsystem according to mode of action and effect. Then, by analyzing their compositions and features, the author descripted their operation trend by system dynamic method. Then the author take Zhangjiajie Yongding district for example to build system dynamics model to predict the future trends.This paper also tries to build a low-carbon tourism system index system and evaluate those indexes by questionnaires, superiority chart and fuzzy synthesis evaluation methods. Eventually, the development level of low-carbon tourism system and its four subsystems can be represented by scores, which will reflect the defection of index system intuitively.In this paper, the author builds multi-synchronic game theoretical model and sequential game theoretical model including four subjects as tourists, tourism residents, tourism enterprise and government in the ideal situation with the introduction of games theory. Then, combined with the analysis of development stages of low-carbon tourism, the author proposes the development model of low-carbon tourism in stagesOn the basis of the above studies, empirical research studies were carried out. The dissertation took national low-carbon tourism pioneer-Huangshan Scenic Areaas an case study. The author collected data to construct multi-index system to evaluate the current development level of low-carbontourism, then propose several countermeasures to perfect the low-carbon tourism system of Huangshan Scenic Area.
