Climate change is one of the most serious challenges facing humanity in the twenty-firstCentury. The key role of city play in climate changes, especially in the rapid city,industrialization and motorization in Chinese. The Chinese government promised in2020unitof GDP (gross domestic product) CO2emissions than in2005decreased by40%-50%. Froma large worldwide traffic is energy consumption and carbon emissions, is also the main fa ctorsto promote the growth of oil consumption, energy saving and emission reduction in countriesall occupy an important position, city traffic also occupy an important position. Internationalexperience shows that, the higher the level of economic development, transportationaccounted for the proportion of energy consumption is larger. Therefore, with China’s rapideconomic and social development, traffic accounted for the proportion of energy consumptionwill continue to be on the rise, transport sector energy-saving emission reductionresponsibility is more important, the task is also more intensified.In2003the UK energy white paper "our energy future: creating a low carbon economy"for the first time, highlighting the concept of a low carbon economy. Low carbon transport isthe development of low carbon economy development in the field of transportation, alongwith the development of China’s low carbon city traffic, need to develop a certain standard tomeasure the city traffic low carbonization development level and process, therefore, beimperative to construct the evaluation index system of low carbon city. The construction oflow carbon traffic evaluation index system of our development is an indispensable link of lowcarbon transportation.This paper first introduces the connotation of low carbon economy, low carbon city,further introduces the characteristics and connotation of low carbon traffic, and analyzed thecity transportation development present situation, traffic system, city traffic emissionsanalysis. In this paper, the influence factors of the traffic emissions city (internal factors andexternal factors), and constructed the city low carbon transportation emissions calculationmodel.Secondly, to form a low carbon city traffic system as the basis, according to theprinciples of index system, construct the index system of city low carbon transportation. Twoindicators were selected based on transportation, infrastructure and policy management, andadd a low carbon environmental protection and energy consumption indicators, to ensure thatthe entire index system of low carbon, environmental protection and low energy consumption.Method to evaluate the index system of the degree of grey incidence analysis using this paper, comprehensive weighting method in the calculation of the weights with AHP and coefficientof variation method, combination of subjectivity and objectivity. In the calculation of greycorrelation degree of MATLAB, reduce the amount of calculation.Finally, the comprehensive evaluation of low carbon city traffic model of low carbontransportation system to conduct in-depth analysis of Xi’an city. According to the analysisresults, low carbonization of Xi’an city traffic system steadily. According to the results of theanalysis put forward Xi’an city traffic system development low carbon shortcomings anddefects, and puts forward some feasible improvement measures, has important significancefor the development of low carbon transportation in Xi’an city.
