By the economic development of Shaanxi province, many resources poured into cities such as population and capital, problems accumulated in rural areas are more and more severe. Influenced by the mode of production, agriculture has become a major source of greenhouse gases. With the climate change, exploring the development of agriculture has drawn the attention of the scholars at home and abroad. Research on low carbon agricultural development has basically shaped, but putting forward specific development mode basic on the local actual situation is rare. In this paper, the research on the development mode of low carbon agriculture in Shaanxi province is an important supplement to theory and practice of ecological economics, regional economics. Research on the construction of low carbon agricultural development mode according to the three regions of Shaanxi Province(northern area, the middle area and southern area) is an important measure to solve the agricultural development bottlenecks, to combine economic development and ecological protection and benefit farmers.The research combined theoretical analysis and empirical research. Firstly, on the basis of summarizing the domestic and foreign research, preliminary build a basic theory of low carbon agriculture system. Secondly, combined with low carbon agricultural development situation and restricting factors in Shaanxi province, summarize main factors of restricting sustainable development of low carbon agriculture and evaluate the level of low carbon agriculture in Shaanxi province. Thirdly, learning from the successful experience and practice of low carbon agricultural development, construct low carbon agricultural development pattern in accordance with the actual situation of Shaanxi Province. Finally, this paper analyzed the operating mechanism of the development model of low carbon agriculture and lay a solid foundation for the development of low carbon agriculture in Shaanxi Province.The main results of this paper are as follows:1) Circular economy theory, ecological and economic theory and low-carbon rural theory are main theoretical basis of low-carbon agriculture in this paper. These theories also support the framework of low-carbon agricultural development. Low-carbon agriculture is a new and comprehensive farming system with significant systemic and hierarchical characteristics, integrating agricultural production, rural economic development with environmental protection and efficient resources use.2) According to evaluation results of low-carbon agriculture development level in Shaanxi, the gap of low-carbon investment efficiency between Shaanxi and the national average is growing. In order to catch up the national average, Shaanxi Province should reduce consumer carbon investment per unit area. While Shaanxi Province has a good development momentum in terms of the first industrial output. Its output efficiency is equal to the national level. Seeing from the overall trend, the development of low-carbon agriculture in both Shaanxi and the whole country are rising with few fluctuations. And low-carbon agriculture development still has great potential to develop.3) Both Shaanxi and national agricultural carbon emissions has emerged on the rise. In Shaanxi, among influence factors of agricultural emissions, the impact of population size on agricultural emissions is positive. Although the survey data shows that agriculture employed population decrease in Shaanxi, its agriculture has not yet developed into a modern capital-intensive agriculture. Therefore, the impact which agriculture employed population size brings will continue. In addition, affluence has a positive impact on Shaanxi Provincial agriculture carbon emissions. With the optimization of first industry in the future, it has been predicted that the impact of affluence on the carbon emissions will rise, then declining.4) Through the system theory and method, constructing low-carbon agriculture mode of Guanzhong Plain of Shaanxi Province, Northern Shaanxi, southern Shaanxi, respectively are: “Three bases”mode on food security in Guanzhong area and the low carbon agricultural mode of soil and water conservation based on the ecological conservation and complex resources-conservation model of agriculture and forestry in Northern Shaanxi; low-carbon rural tourism pattern based on resource characteristics and the low-carbon agriculture mode of the edible fungus, tea.5) Through empirical analysis of microscopic farmers research, it has been found several ways to promote low-carbon agriculture development. For example, increasing investment in rural education, so that enhancing farmers’ education level. this would be beneficial to optimizing the agriculture transformation.Also, low-carbon agriculture propaganda allows farmers to participate more actively in the development of low-carbon agriculture. And broadening access to agricultural technologies can increase farmers’ ways of learning new technologies. These new technologies could promote the safety and efficiency of agricultural production. Besides, developing a large number of low-carbon agriculture-related training could make farmers truly recognize the low-carbon agriculture, thus consciously involved in low-carbon agriculture. In areas of loess plateau and Qiba mountain, where agriculture resources are poor, farmers’ adoption of low-carbon technologies are lower than other areas.6) A mature operating mechanism is needed when it comes to the low-carbon agriculture development in Shaanxi Province. Mechanisms such as Carbon compensation, credit funds, technology promotion, market regulation, organization and management as well as public participation together ensure an efficient and stable development of low-carbon agriculture in Shaanxi Province, which respectively eliminates the positive externalities of low-carbon agricultural development, ensures continuous low-carbon agricultural development, improves farmers’ willingness to adopt low-carbon agriculture mode, makes the source of low-carbon agricultural development, ensures the unity of economic and ecological benefits, and popularizes the concept of low-carbon environment so as to promote low-carbon agriculture development from mental aspect.
