Low-carbon economy is the only way to deal with the global warming crisis. At present,China has promised that by 2020,China’s carbon emissions will be reduced by 40%-50% compared with 2005.Low-carbon agriculture is an important part of low-carbon economy. The essence of low-carbon agriculture development is the promotion and application of low-carbon economy in agriculture. Therefore,in order to fulfill the responsibilities,to promote sustainable development, and to enhance the international competitiveness of agriculture,we must develop modern low-carbon agriculture. This article takes Guangdong’s agricultural development as an example to conduct a comprehensive assessment of its low-carbon agriculture. The purpose is to establish a scientific, comprehensive, and effective comprehensive assessment system to explore the quality of low-carbon agricultural development in Guangdong Province,to analyze the relevant influencing factors, and to propose effective solutions to the problems. After collects relevant data and fully understands low-carbon agriculture related theories and the current development status of low-carbon agriculture in Guangdong Province, this study first uses the method of AHP to build a comprehensive evaluation index system;secondly,it applies factor analysis to comprehensively assess the development level of lowcarbon agriculture in Guangdong Province. Finally, the LMDI model was used to decompose the factors affecting the development of low-carbon agriculture in Guangdong Province. The main conclusions and conclusions obtained are as follows:First, the development of Guangdong’s low-carbon agriculture in recent years has shown a good development trend. The scores of integrated low-carbon agricultural development in Guangdong Province measured by the factor analysis method from 1996 to 2015 showed a slight fluctuation and decline before 2006.After 2006,the comprehensive score value began to increase rapidly. For the first time, the negative score reaches 0.03,and the comprehensive score in 2013 was 1.11,which exceeded 1.0 for the first time. The average annual growth rate of the composite score value between 2010 and 2015 reached 41.7%,indicating that low-carbon agriculture in Guangdong Province is in a stage of rapid development. This is mainly due to the impact of factors such as the continuous increase in the research funding of rural residents’ income, labor efficiency, and carbon productivity in recent years.Second, the quality level of low-carbon agricultural development in Guangdong Province is relatively low and still needs further improvement. This study finds that there are still some problems in the process of low-carbon agricultural development in Guangdong Province, which are reflected in:(1)The Engel coefficient of rural residents is higher than the national average, and the income gap between urban and rural residents is large, and there is a tendency of continuous expansion.(2)The agricultural resources are in short supply and the conflicts between human and land are fierce.(3)The degree of agricultural mechanization is low.(4)The utilization level of renewable resources is low, agricultural energy efficiency is lower than the national level, and energy utilization rate needs to be improved. The above problems all reflect that although low-carbon agriculture in Guangdong has a good momentum of development, its development quality is still low,and there is still room for improvement.Third, the cumulative effect of population, per capita wealth, and energy consumption structure on carbon emissions is a positive effect. The positive effect of per capita wealth is the largest contributing factor to Guangdong’s carbon emissions, with a total of 4.5095 million tons of carbon emissions. The per capita wealth effect shows an overall upward trend, but this year’s growth rate has slowed down, with an average annual growth rate of 142%.This has a certain relationship with the rapid growth of GDP in Guangdong Province, indicating that the relationship between economic development and the environment in Guangdong Province is still on the left side of “ The EKC curve”.Therefore, timely measures must be taken to prevent the ecological environment from deteriorating as economic growth increases.Fourth, the industrial structure and energy consumption intensity are negative effects,of which the industrial structure effect generates-2.4626 million tons of carbon emissions, and the energy consumption intensity effect has-228.68 million tons of carbon emissions. The restraining effect of the industrial structure effect has been continuously enhanced, but the trend has slowed down. This shows that the industrial structure of Guangdong Province has been continuously optimized and the proportion of the agricultural structure has continued to decline. However, the total output value has remained stable, indicating that the development trend is promising. The negative effect of the intensity of energy consumption has been weakened, indicating that in the agricultural field, relevant energy conservation and emission reduction technologies should be vigorously promoted, technological breakthroughs must be overcome, and energy efficiency should be improved.Based on the statistical analysis of the status quo of low-carbon agricultural development in Guangdong Province, the results of the comprehensive evaluation of lowcarbon agricultural development, and the analysis results of the impact factors of carbon emissions from agricultural energy consumption, this study put forward specific countermeasures and suggestions for the development and construction of modern lowcarbon agriculture, mainly covering four aspects, they are: economy, society, system, and technology.(1)On the economic level, financial should be increased,in order to vigorously support the development of modern agriculture;(2)On the social level, the concept of lowcarbon agricultural development should be actively promoted, and we also need to improve farmers’ education level and professional skills, and to promote the development of farmers’ professional cooperatives;(3)On the institutions level,we should establish agricultural carbon trading mechanisms, innovate agricultural low-carbon financial systems, advance land ownership, and to lead the circulation of the agricultural land in an orderly way. What’s more it is inevitable to improve the policy security system and develop coordinated supervision mechanisms.
