Being the basic industry in China, agriculture suffers heavy losses in sales and circulation for quite a long period of time. One way to reduce post-harvest losses of agricultural products and to achieve balanced cross-season sales is the development of sales of agricultural products cold chain which is still low currently. From neoclassical economic theory perspective, the only way to achieve sustainable development is to improve efficiency. Thus, the problem this article is concerned is what kind of status the current efficiency of Northeastern agricultural products cold chain lies? What is the difference between the efficiency of different modes of cold chain? What factors will affect the efficiency of agricultural cold chain? Since agricultural products cold chain involved multiple subjects, cooperation between subjects of choice and efficiency of the cold chain mode may have affected the willingness and ability to cooperate and collaborate in order to form an effective cooperation of the match, so the paper analysis their impact on agricultural cold chain efficiency from the willingness and ability to cooperate perspective.Based on research on Northeast agricultural products cold chain, this article develops traditional two-step method of DEA-Tobit and introduce the network of DEA mode and other methods to reveal the current status of agricultural products cold chain efficiency and its influencing factors, aiming at the improvement of agricultural efficiency and promotion of the sustainable development policy reference for the government, also to provide experience for future research.This study was designed to study the contents of three parts. The first part is the theoretical analysis, including cold chain formation mechanism efficiency measurement theoretical framework, cold chain factors produce theoretical analysis and discussions; the second part is empirical analysis part, including the status of the agricultural products cold chain analysis in Northeastern China, efficiency measurement, inspection and other factors; the third part is the part of policy analysis, correlation analysis is mainly based on the conclusions of this paper, which proposes to improve the efficiency of agricultural cold chain, thus contributing to agricultural cold chain sustainable development proposals.Research findings are as follows:Firstly, the formation of agricultural products cold chain mode relates to system evolution, with different socio-economic environment resulting in a different direction and speed of development, even if the initial pattern is similar, it will form different manifestation mode.Secondly, according to AHP and fuzzy comprehensive evaluation, the third-party cold chain performance scores highest, followed by processing enterprises, and then supermarket chain cold chain, wholesale cold chain scores the lowest.Thirdly, the traditional DEA mode and the network mode to measure the result of DEA efficiency of agricultural cold chain is different. Network DEA measure shows a third-party cold chain efficiency is the highest of all four modes, echoing the earlier relevant performance analysis concluded. The highest cold chain network DEA efficiency value of agricultural products is dairy product cold chain, the lowest are fishery products.Fourthly, wholesale dominant mode has the strongest ability to cooperate, whereas third-party and supermarket chain are rather low. Similarly, wholesale dominant mode has the most intense willingness to cooperate, third-party cold chain mode’s willingness to cooperate is relatively high. But from the matching measurement results, a higher degree lies in matching the third-party mode, the lowest is wholesale market dominant mode.Fifthly, the impact of the cold chain willingness to cooperate on agricultural efficiency is rather significant unlike that of ability to cooperate. Matching variant of willingness to cooperate with the ability to cooperate has greatly influenced agricultural products cold chain efficiency:positive coefficient indicates a higher willingness to cooperate with the ability to cooperate and the higher value of agricultural products cold chain efficiency. Among control variables, the effect of cold chain mode significantly effects agricultural products cold chain efficiency, firm size has a significant positive impact on the value of agricultural products cold chain efficiency.Characteristics of the study lie in:First, select the two-stage method of network DEA measure agricultural cold chain efficiency. Complied with DEA-Tobit step analysis, this paper deals with agricultural products cold chain efficiency and related issues, but taking into account the supply chain is different from the microscopic characteristics of the subject, this paper constructs evaluation of supply chain efficiency evaluation of the theoretical framework, the establishment of efficient evaluation system of agricultural products cold chain and the introduction of two-stage network DEA model to measure agricultural products cold chain efficiency, which improve scientific conclusions.Secondly, this paper analyzes factors that influence the efficiency of agricultural cold chain from the angle of willingness to cooperate with the ability to match. Research perspective is rather innovative. In terms of influential factors, references do not consider the concept of effective cooperation. Herein with the help of microscopic theory of "effective supply", the concept of "effective demand", this paper cuts into the willingness and ability to cooperate and analysis the impact of effective cooperation matching willingness to cooperate and ability to cooperate in the formation of agricultural products cold chain efficiency.
