Along with the ascension of our country residents' life level, the public is becoming more and more concern about the requirement of food safety. As the necessities of human diet for agricultural products, its quality became the focus of attention. Different from the common product, agricultural products is easy to decay and damage, shelf life is relatively short, in the process of transportation need to guarantee the stability of the low temperature environment. Cold chain logistics is a form of logistics that can meet people's demand for agricultural products quality and quantity, which is widely recognized by the academic circle. Compared with the developed countries, there are broad space for development. Now in the low carbon economy, energy conservation and emissions reduction is also the industry focus, due to its high energy consumption, cold-chain logistics should pay more attention to energy conservation and emissions reduction, reduce the negative effect on the environment.Based on the above background, carried on the carbon tax constraint this article research agricultural cold chain logistics distribution network design in China. First, combing analysis was carried out on the related theoretical basis and literature both at home and abroad, combined with the actual situation in our country, to understand the basic elements and the circulation of agricultural products cold chain logistics mode, analysis of the current development situation, and analysis the existence question; build our country agricultural products cold chain logistics distribution network model based on carbon constraint, put forward the solving method, and an example for analysis. Therefore, the main research contents of this article has the following several aspects:(1) Network model building. Based on related research at home and abroad, build cold-chain logistics network model in this paper. Model target is the lowest total cost of network operations, and the lowest carbon emissions of the entire network. Under balance constraints, capacity constraints, set mode constraints as well as the number of constraints, build the model objective function, make the whole network to achieve win-win situation of economic and environmental benefits.(2) Network model solve. Considering economic benefit and environmental benefit optimization is a multi-objective programming problem. In this paper, using the method of weighting, and introduce a carbon price parameter, the multi-objective programming model can be transformed into a single objective programming model; Introduce situation analysis and based on the regret value of the optimization stability method to stabilize the optimization results of the model.(3) The example analysis. By an example this article verifies the scientific nature and effectiveness of the agricultural products cold chain logistics distribution network model constraints of a carbon tax. Through the numerical simulation of the model, solve the actual result which supports the scientific validity of the model. for the future construction of cold chain logistics distribution network of the related enterprise provides theory basis and build tools.Based on the full analysis of the process, this paper puts forward the countermeasures of agricultural products cold chain logistics development in our country. At the theoretical level, to deepen the study of cold-chain logistics network;In real practice, for the development of China's agricultural products cold chain industry has provided the certain reference value.
