Scientific and Technical Reports is the basis of the country’s strategic resources. In the world, Europe and other developed areas in science and technology have established a system to improve the reporting system of science and technology. The United States is the world’s science and technology management reporting system most perfect state. The United States’ development of science and technology reports is the world’s oldest and best-managed. The EU also established a relatively complete scientific report management system. The construction of science and technology reporting system in China started late, but rapid development. Year 2014, along with our country fully launched and promoted the construction of Science and Technology Reports system. Continued accumulation of Scientific and Technical Reports resources is bound to provide strong support for China’s economic and social development. As an important part of the science and technology reporting system overall construction, Technical Reports Quality Control and Evaluation System directly relate to the quality and level of technical reports System.Firstly, the paper introduces the background and the theoretical and practical significance of the study. From three aspects reviewed research status of domestic and foreign:research of foreign and domestic science and technology reports quality control and evaluation, related research of information quality control and evaluation. It analyzes and summarizes the deficiencies of the prior research, proposes research ideas and methods, describes research and technology roadmap and proposes research features and innovations. This article describes the theoretical basis and analytical framework of the Technical Reports Quality Control and Evaluation Research defines technical report quality of service-oriented perspective, proposes a service-oriented perspective model, discusses importance of the quality of science and technology report. Respectively, from the things attribute dimension, time dimension and multi-dimension perspective elaborate analysis framework.Then, respectively, from the historical perspective, management perspective, policies and regulations perspective and technical perspective describes the four major US government science and technology reporting system and the construction of the EU science and technology report system, analyzes and summarizes China’s current status of science and technology report system construction. By comparing similarities and differences China and the United States, the European Union in science and technology Report System building, get experience and enlightenment. This article introduces the "three-stage quality control theory" and the "three-wide quality control theory", designs scientific and technical reports quality control system, constructs the overall framework of scientific and technical reports quality control system. Respectively, from control purposes and principles, organizational structure and responsibilities, standards and specifications, monitoring and improvement elaborate scientific and technical reports quality control system. Based on cost-benefit perspective, analyzes cost effective of science and technology report, defines the connotation that development and utilization science and technology reports have created economic benefits. General computational method is designed to develop and use of technology reports to create economic benefits. Based on the user’s perspective, the design of the scientific and technical reports quality online evaluation system, respectively, elaborates from the evaluation objectives and principles, evaluation subject, evaluation model, evaluation content and feedback and improvement. It analyzes and summarizes the difficulties and key problems derived of quality control and evaluation system construction. Put forward a strategy to promote scientific and technical reports quality control and evaluation system.Finally, summarize, analyze the inadequate and prospect of future research directions. This paper relies on the support of National Social Science Fund Project "China Science and Technology Report Resources System Research ", China Science and Technology Information Institute-funded projects "China Science and Technology Report Academic Evaluation Study "/’Science and Technology Report Quality Evaluation System". Theory and Practice of contribution are:From an elevated point of view of scientific and technical reports quality control theory, design the scientific and technical reports quality control system, construct the core evaluation system, introduce the concept of cost-effectiveness ratio of scientific and technical reports, design the general calculation method of the use of technology reports create economic benefits. Construct an online evaluation system of scientific and technical reports quality based on the user’s perspective. In practice provide decision-making and reference for the Science and technology project management, science and technology reporting services, scientific publishing sector and research workers and other interested parties.
