The Evaluation System Of Chinese GDP Quality

Pursuing Economy growth is a mainly target of economy activities in the whole countries. So far, the increasing speed of GDP is a basic indicator of effective as judging the economic policy of economic situation in the international communities. In the theoretical circle, the traditional theories think the high-speed growth of GDP is everything, causing the index is used of one-sided or exaggerated with long easily and unprincipled, and making the results deviating completely from the target; In the economic life, as pursuing the GDP in effort, we pay attention to the increasing in the number of the GDP excessively, and neglect the improving in the quality of the GDP, at last many negative effects is brought in the development of the national economy; In the reality, the total of GDP grows annually in a high-speed with 8 percentage point in our country, but a series of questions with hazard of economy development and energy shortage has become major factors of constrainting the sustainable development of our economical social. So, single GDP index becomes a kind of representation, which covers up many substantive things, not truely and accurately reflecting the development level of economy. It is necessary that building up evaluation system of the quality level of the GDP to evaluating scientific.This paper firstly is scientific evaluated carrying on the valuation research in the domestic and international the quality of the GDP, which providing a theory and method in background for the behind research; Then, according to the principle of science, function and region, I design the evaluation index system of. The index system of the quality of GDP in China includes two layers, one layer is the exterior quality of the GDP, the internal structure quality of the GDP, the quality of the GDP keeping on development and the quality of competition ability of the GDP. The other layer includes 20 indexes. Secondly, using the method of the layer analyzing, and discreting coefficient method, this text computes the heavy of the first class index and the second class index respectively. Then, I standardize the number of the index in the system. Finally, using the comprehensive index number method, computes the level of the quality of the GDP according to the data in china of 1990--2004 years ,carries on a comparison analyzing and get the trend of Chinese GDP quality development level. The conclusion is: the level of Chinese GDP quality in 90's isn't high, and has small range motion, and the level of Chinese GDP quality starts with a quick exaltation in the end of 90's. In the meantime, using the method of gathering class, carries on a horizontal comparison analyzing to the level of GDP quality, according to the number of Chinese areas in 2000.The main conclusion is: the synthesize level of the quality of the GDP in Shanghai, Peking and Tianjin is placed in the first row, the eastern area of Jiangsu, Guangdong etc fall behind, the level of the quality of the GDP is the lowest in western. Finally, I put forward the suggestion of enhancing the quality of the GDP in the the basis of comprehensive assessment.
