The Research Of Science And Technology Achievements Evaluation System In Chongqing

Nowadays, science and technology has become the leading force to improve national competitiveness as well as in promoting the economic. Assessment of scientific and technological achievements is to satisfy the needs of the development of scientific and technological achievements based on the current situation and development requirements, in line with the improving of achievements industry and market-oriented principles, according to a scientific evaluation system and evaluation criteria to assess scientific and technological achievements.Assessment of scientific and technological achievements is the integrated use of project management, outcome evaluation and methods of the theory, extend achievements to a reasonable evaluation and transformation of scientific and technological achievements,so to improve the application and implementation of efficiency. The assessment index system of scientific and technological achievements'establishment and improving is an integral part when speeding up scientific and technological achievements into development, and promote economic integration of the overall framework of science and technology.Based on the above background, the data collection and the actual research in companies, and also the assessment of scientific and technological achievements in Chongqing's status, aiming to index of the assessment of scientific and technological achievements, this paper is trying to explore and establish scientific and workable index system of assessment of scientific and technological achievements, including 4 level-indicators, 9 secondary indicators and 59 thirdry indicators; at the same time, this paper preliminary designs weights of different indicators according to the characteristics of the index system by using of association rule mining algorithm; Finally, the scoring set of evaluation index system and two examples are given to verify. Paper is organized as follows:First, the paper points the existing defects in evaluation index system research in Chongqing according to the deeply analysis the situation of domestic and foreign scientific and technological achievements as well as in Chongqing.Second, the assessment of scientific and technological achievements in Chongqing, the specific requirements of index system proposed ideas, and follow the idea of its construction, combined with SMART criteria to index system of principles, using a correlation analysis of the indicators system build process was explained, and finally completed in Chongqing to build index system for scientific and technological achievements;Third, the establishment of the Chongqing Municipal Science and Technology Achievements Evaluation System, made the weight at all levels of the early targets set ideas, and the integrated use of AHP, literature survey, the Delphi method and the ABC classification of the weighting method of the index weight for preliminary design. On this basis, the introduction of association rule mining algorithm Apriori algorithm to determine the weights;Finally, the index system of the base of each index were studied, and established a focus group discussion by experts Evaluation Criteria; and integrated assessment benchmarks,studied the scoring of the whole index system. To the case of the assessment for a scientific and technological achievement of an enterprise, illustrated the application of Chongqing Science and Technology Achievements Evaluation System and its scoring.
