In 2000, in order to increase the vegetation, reduce soil erosion, sloping land conversion program etc.were implemented in China, the farmers participating in sloping land conversion program were compensated. The uniform standard of compensation was used in the administrative area, the various factors influencing the ecological compensation were not considered in the region, resulting unreasonable phenomeno appeared on eco-compensation.To compensate according to conditions of the area has become a common view of many scholars. but this is difficult to quantify the problem to compensate based on local conditions. However, the technology of geographic information system and remote sensing has certain advantages in ecological resources estimates, the different geographical characteristics can be distinguished and the compensation standard of different regions can be determined by remote sensing technology.The objective of this paper was to solve the problem of ecological compensation standard in different regions. Taking compensation configuration of the Sloping Land Conversion Program in Zhangjiakou area as the research object. The paper uses quantitative and qualitative analysis, such as econometric analysis, multivariate statistical analysis, and other research methods. First of all, the paper analyses the general situation of ecological construction in study area. Secondly, ecological construction effect of the study area was evaluated from the forest and farmers angle. Once again, remote sensing (RS), geographic information system (GIS) and other space technologies were applied, the analytic hierarchy process (AHP) was used to determine the factors affecting ecological compensation weight, and the space allocation model of eco-compensation was established in this research. Finally, the empirical analysis of the vertical and horizontal forest ecological compensation in the study area was carried out.The main conclusions of this paper are:(1) According to the classification results of remote sensing image of two periods, forest map of Zhangjiakou area in 2000 and 2014 was extracted, forest spatial distribution characteristics and changing trend of different periods in Zhangjiakou area was analyzed in this study. The results show that the forest area increased from 694751 hectares in 2000 to 1100473.33 hectares in 2014, it is a net increase of 405722.33 hectares. This illustrates the contribution of forest in Zhangjiakou is more and more big to the environmental quality in Beijing. While the economic development, population growth, social progress, science and technology level, improve of the policy are the main driving forces of land cover change. (2) The value of ecological construction of ecological services was analyzed. First, the remote sensing value of forest ecological services was estimated at 21.938 billion yuan/year, The second, the opportunity cost for farmers involving in ecological compensation was 3.341 billion yuan/year. Two kinds of estimates are the upper and lower limits of ecological compensation for forest in Zhangjiakou. But a lot of farmers are not satisfied with uniform standards ecological compensation of sloping land conversion program. The opportunity cost of farmers to protect ecology,the farmer culture degree, the income level of farmers, the land area of family are the main factors affecting fanners’satisfaction. (3) Based on spatial differences, the RS and GIS technology were applied, the analytic hierarchy process (AHP) was used to determine the factors affecting ecological compensation weight, and the space allocation model of payment for ecosystem services was established in this research. (4) Taking the study area as an example, the ecological compensation system constructed was verified, the results showed that:1) The AHP method and the spatial analysis technology of RS and GIS were integrated. The AHP was good at multi-factor comprehensive evaluation, and in the application process, the GIS software showed a greater advantage on the data expression space, the digital and graphics integration as a whole, and the data processing, analysis and management functions, which could objectively reflect the specific situation of the region. Overall, the method in this research provides a new way for the calculation of the ecological compensation standard of farmland.2) Based on ecological compensation system constructed for the study area, eco-compensation is calculated, from the distribution space, the compensation coefficient of sloping land conversion program the unit area is highest in Zhuolu County, the coefficient of payment for ecosystem services is lowest in Huailai County. Based on the hierarchical clustering analysis of the compensation coefficient of sloping land conversion program, the compensation coefficient was divided into 5 grades Using ArcGIS10.0. From the spatial distribution, the main maximum compensation coefficient distributed in Zhuolu County and Weixian County.3) Based on ecological compensation system constructed, the difference of the compensation between the county of the study area is greater. Compared with the original uniform standards for different counties, the highest amount of compensation increased by 402 yuan/hm2 in Zhuolu county, the least amount of compensation reduced by 531 yuan/hm2 in Huailai county, and the highest amount of compensation was the minimum amount 2.14 times. This not only solved the problem of "sweeping approach", but also followed the principle of ecological contribution priority and social justice. (5)Because the country location, topography, economic and social situation is different, specific quantitative model for local eco-compensation can be formulated according to the actual development situation.Based on the above research, this paper proposes the supporting measures:(1) Expand the scope of eco-compensation; (2) Increase gradually with the sources of other eco-compensation; (3) Implement regional compensation long-term planning; (4) Improve gradually the based support system on eco-compensation.
