Low carbon economy is a great leap of the human society after agricultural and industrial civilizations. In the aftermath of the international financial crisis, low carbon economy and technology and near zero emission gradually attract people from countries all over the world. They are now the focus of a new round of development and competition of international economy. Low carbon economy has become the important breakthrough point of development strategies of all countries’ science and technology and industry. China is the world’s largest carbon emissions of the world. China’s per capita carbon dioxide emissions and per unit of GDP carbon emissions intensity are highest in the world Growing carbon emissions has been a serious threat to the sustainable development of China’s economy and the construction of ecological civilization. Fundamentally, carbon emission is a energy problem. There is still a great gap between China’s Energy efficiency and the world’s advanced level. At the same time, it is more and more serious that the supply of energy resources do not meet the demand. The amount of energy resources constraints become more and more evident. As the development of low-carbon economy has become the mainstream in the world, it is a strategic choice for China to seize the opportunities of the transformation to a low-carbon economy and promote energy structure transformation. Therefore, it is necessary that in-depth study on energy security under the condition of low carbon economy and analyses on international and domestic situation and the main problems of China’s energy security have been conducted. We need to adjust the energy strategy, choose scientific energy development strategy, guide China’s national economy rational towards sustainable, low carbon development and put forward the measures to ensure the safety of China’s energy development strategy.Based on the theory of sustainable development, energy economics, industry economics, low carbon economics, strategic management theory and the theory of modern mathematics, China’s energy security strategy and policy as the research object have been deeply analyzed in the dissertation under the background of a low carbon economy by the integrated use of comparative, empirical, econometrics, and fuzzy evaluation method. Studies on energy security strategy and policy are to evaluate the strategic effect and analyze the content of the policy. Comprehensive evaluations on energy security strategy are the implementation on energy security strategy which has been implemented and the effect of the various effects of the content such as objective, systematic investigation and assessment by using scientific analysis method. The purpose is to deliver feedback to the strategy and policy implementation personnel through the information, directly or indirectly, prompt them to make a strategic response timely, adjust the improper strategy, abolish the ineffective strategy and improve the strategic execution behavior so as to improve the quality of strategy and implementation strategy and fundamentally solve the national economic and social sustainable development in our country on the energy needed in quantity, quality, price and variety.This has important strategic significance on promoting the rapid development of the national economy and the realization of the grand strategic objectives, building economical society, harmonious society and the environment friendly society.In this dissertation, the main content includes:1. China’s energy security strategy evaluation. On the basis of review of China’s energy security strategy and policies since the founding of P. R. China, this dissertation introduces the implementation of the strategy and policy effect and evaluates the effect of them by using the fuzzy comprehensive evaluation method.2. Analysis on influence factors of China’s energy security strategy implementation effect. First, this dissertation analyzes the problems of China’s energy security strategy, and then analyzes the causes of these problems. Finally, with the formation of an effective competition of energy industry in China as an example, discusses the analysis on the problems of these specific conditions. SCP model is used to study the competition status of China’s primary energy market. The dissertation also analyzes the barriers to effective competition, and put forward some related suggestions.3. The construction of China’s energy security strategy supporting system under the background of low carbon economy. First of all, the dissertation analyzes the dynamic mechanism and functional mechanism of China’s energy security strategy under the background of low carbon economy, then constructs China’s energy security strategy supporting system under the background of low carbon economy, and finally, analyze China’s energy security strategy supporting system by taking sustainable energy technology policy framework for development as an example under the background of the low carbon economy:first, analyses China’s energy technology policy for energy security safeguard function, then, analyses technology and China’s overall energy efficiency, regional energy efficiency, and the relationship between the energy efficiency of the main developed countries summed up the general relationship between technological progress and China’s energy efficiency by using ARDL model, third, analyses the basic reasons for low development level of China’s energy technology under the background of low carbon economy and constructs sustainable energy technology policy system.4. The building of China’s energy security strategy framework under the background of a low carbon economy. First of all, the dissertation analyzes the current situation of China’s low carbon economy, then summarizes energy security strategies of the developed countries under the background of low carbon economy and builds China’s energy security strategy framework under the background of low carbon economy. Finally, by taking China’s new energy development in the central and local interests game analysis and suggestions as examples, analyzes China’s energy security strategy under the background of the low carbon economy:first, analyzes the central and local governments in the development of new energy game; second, analyze the development of new energy mechanism between the central and local governments by using USES game model; third, puts forward China’s new energy development suggestions on the basis of the impact and forming reasons on the game.In this dissertation, the main possible innovations include:1. An effective energy market competition is analyzed by using the SCP model. Research results show that China’s primary energy market structure, conduct and performance, presents an interactive situation, but mutual influence is still inadequate. Suggestions are given on the reasonable adjustment of the government management system and the transformation government function, establishment of government management system corresponding to the energy industry to form effective competition, deepening the reform of property right system, optimizing the industrial structure, improving the enterprise management status through effective capital operation, strengthening the construction of the market, forming diversified investment subject, the competition main body and the reasonable price control management system, accelerating the resource usage, and natural gas industry management of marketization and strengthening formulation of the relevant laws and regulations.2. The construction of China’s energy security strategy supporting system under the background of low carbon economy through the policy supporting system, legal supporting system, market support system, technical support system, resource supply support system and information technology service system. The carbon emissions of China’s energy consumption: statistical analysis and factor decomposition. The dissertation analyses the amount of carbon emissions of China’s energy consumption from 1978 to 2012, the structure and strength. Choice of energy efficiency, industrial structure, technological innovation and population structure are choosed for key variables. By using VAR model and impulse response analysis, the dissertation discusses the effect of these factors on the carbon emissions and provides direct evidence for energy conservation and emissions reduction and the future direction of ecological civilization construction.3. The analysis of interest game between the central and local governments in the new energy policy implementation and the impact on a new energy policy effect by using complete information dynamic game model. Conclusion is as follows:local governments would choose "free-rider" in the short term and the best interest of their decisions in the long term according to the central decision, which makes the behaviors and preferences of the local and the central governments different, weakening the effect of new energy policies. It is China’s fiscal system and local government examination system that affect the choices of local governments. At this stage, responsibilities of the central and local governments in the new energy development can be clearly stated so as to realize the unification of local financial powers and responsibilities and build a more reasonable performance appraisal index, making the behaviors and preferences of local and central governments uniform as to enhance the effect of new energy policies. Useful suggestions on promoting China’s energy structure of low carbon are provided.
