The climate change caused by greenhouse gas emissions is a major issue facing the world today, but due to the demand of economic development, global demand for energy is still very large, and the attendant environmental pollution will become increasingly serious, thus low-carbon economy has become a new focus of international competition and hotspot of research. As the largest industrial city in central China, Wuhan is mainly dependent on the automobile, steel, power, petrochemical, construction and other industrial support. Currently, the industrial energy consumption accounts for 60% of the city, and six high energy-intensive industries account for 90% of the city’s total consumption. In addition, Wuhan is accelerating modernization, urbanization, industrialization, so the demand for energy will continue to increase, which will lead to the rapid increase in carbon emissions, resulting in an important constraint factor in sustainable development in Wuhan. So it is a major problem facing Wuhan that we improve people’s living standards and at the same time do not cater for economic development at the expense of environment, like Western countries. Therefore, in this context, it is extremely important to explore paths and policies for low-carbon economy in Wuhan.In this paper, with the development of a low carbon economy in Wuhan as its theme, the author firstly consults relevant documents about low-carbon economy, systematically reviews domestic and international study of low-carbon economy, establishes research methods, and summarizes the basic meaning and introduces the relevant theoretical basis of low-carbon economy. Then, the author collects data about the primary energy consumption from Wuhan Statistical Yearbook, measures and analyzes the situation of carbon emissions by using the data model qualitatively and quantitatively, and then makes a specific analysis of the influencing factors of carbon emissions, and then states systematically the impact of low-carbon economic development through the analysis of energy consumption structure, energy efficiency and energy savings in Wuhan. Then the author explores the basic path system for low-carbon economy in Wuhan. In a higher level, we should low-carbonize high-carbon industries and develop low-carbon resources; while in a lower level, we should establish a sound mechanism for low-carbon economic development policy, adjust the energy structure, and change consumer attitudes. Finally, the author proposes relevant recommendations on the development of low-carbon economy in Wuhan from three aspects, that is, to strengthen energy conservation, optimize the industrial structure and exploit low-carbon energy.
