Sustainable development issues such as environmental pollution, climate change and resource consumption relate to the survival of the earth, the future of the country and the living of individuals. This problem is too difficult that needs the world to hold hands together, work together to make this problem overcome. Britain’s low-carbon economy is not only an innovative mode of economic development and an effective management model, but also an active lifestyle and consumption pattern. In2003, British clearly put forward the low carbon economy. Since then, the British Government has formulated a detailed legal policy in industrial production, economic performance and social life in many ways as a useful exploration, and evolved from theory to practice in order to gradually establish a low-carbon country. Britain is becoming an advocate and practitioner of low-carbon economy. Since the reform and opening up, great achievements has been made in China’s economic and social development, but also faced with an increasingly heavy economic and social transformation pressure. A shortage of resources is getting worse, the demographic bonus is disappearing and environmental bearing capacity is deteriorating. Under the context of globalization and urbanization, as a responsible developing country, China not only has undertaken the historic task of leading the people toward national revival and common development, but also be responsible for global environmental security and sustainable development. Hence, it’s necessary to introduce and acquire advanced concepts from the international community; relevant theory and practice of low-carbon economy can be a reference and guidance to lead the social and economic development in China, which is also the motivation of this paper.This paper consists of introduction and four chapters. Introduction is the beginning of the context, and it describes the significance of this topic, including theoretical and practical significance. Then it presents the existing research on low-carbon economy at home and abroad, which constitutes the basis of the context. Finally, there is a brief introduction on the study method, as well as the innovation of this paper.The first chapter introduces the basic concepts and theories of low-carbon economy. Low-carbon economy has its own definition, conception and features, and has something in common with ecological economy, green economy and sustainable development. They all want to change and adjust the traditional development approach, aiming to build a cleaner, greener home with a better future.The second chapter is the introduction of regulations and policies of low-carbon economy in the United Kingdom, revealing the theoretical basis and the inevitable reality of the low carbon economy in the United Kingdom. The Stern Report clearly illustrates why people have to change the mode of development, why we must face the climate change, which lies the theoretical and practical basis for low-carbon economic development model.The third chapter is the embodiment of British low-carbon theory in practice. In order to implement low-carbon policies and development objectives, the British government adopted a series of conversion in industry, energy and transportation. The paper has provided embodiments of cases in carbon finance, low-carbon industries and transportation, clean energy and low carbon living concept. These cases with a strong feasibility offer a good reference for other countries to learn from this development model.The fourth chapter discusses the low-carbon development in China. Although the Chinese government has not fully agreed with low-carbon economy, but in the practice of production and living, China also actively promotes energy conservation and green development, and strives to explore low carbon development path in line with China’s national conditions. In addition to the joint efforts of government and society, we can get a lot of useful inspiration from the level of organization, regulations, technology, life, and international cooperation by learning from low-carbon economy policy and practice in the UK, aiming to promote the economic and social sustainable development.
