With the advancement of science thechnology and the rapid development of international marine, it brings new opportunity and challenge for harbour industry. As a management control enterprise refers to port-working tugs in ningbo port, ningbo port oil handing&tug (barge) Co.Ltd by which to set a sensible distribution for the dimensions and structure of port-working tugs in the coming few years on the purpose of keeping its strong energy and sustainable development capacity, which is the main content of this paper.This paper via collecting a large number of statistic datas, basis on analyzing industry conditions and tugs' distribution, then take some processure such as conclusion, adjustment, caculation with harbour production factor that effect the structure of port-working tugs, especially on the premise of statistical analysis by the berthing vessels. Under the analysis between the structure of port-working tugs and port management condition, by which researching the rule of harbour production factor between the structure of port-working tugs and port's total throughput, the types of berthing vessels and ship times etc. Meanwile, forecasting the the changes in the harbour production factor over the coming year adopting the global object of ningbo port development planning, on the purpose of puting forward newer algorithmic method for setting sensible distribution of port-working tugs' dimensions and structure, avoiding resources wasting. So as to make the port-working tugs' disposition to be more scientific & rational, while keeping up with the requirement of port management and development in the future.
