At this stage in our country, is there the compensation at a premium or discount related institutional discrimination exists between public and private sectors or between different groups with the public sector. The domestic academic circle have quite a wide range of discussions about the premium or discount rate, but so far did not provide a asustematic conclusion can produce a wide consensus. The studies have found that most of these studies directly using the existing international academic measurement model and did not delve into whether these models have congenital defects, in particular, these models are relevant to china’s current reality. The deep motivation of this paper is to build the measurement model with the institutional discrimination to meet the actual present stage and measure the lifetime compensation imbalance between the public and private sectors or between different groups within the public and the private.The study of the compulsory education teachers’lifetime earnings fairness is only the confirmatory study of the measurement model. With civil servants for reference and with the national standard pay difference finished as the background, the significant discount of the compulsory education teachers’lifetime earnings is not the worst imbalance compensation between public and private sector and public sector related to institutional discrimination. The lifetime earnings imbalances of some core staffs of monopolistic state-owned enterprise or institutions operating, especially the executives with quasi-civil servants are worse than the lifetime earnings imbalances of the compulsory teacher. The compulsory education teachers’lifetime earnings imbalances have recognized body, which makes it is easy to get definitive conclusions for the compulsory education teachers’ lifetime earnings imbalance measurement. Take the compulsory education teachers’ lifetime earnings imbalance measure for example, this paper confirms the feasibility of building model.This paper is divided into the following parts:as the foreshadowing of the core results’ theoretical and practical background, the first part (Chapters I and II) mainly explains the research motivation, research purpose, and proposes research questions, explains ideas and methods, and interpretes the related core concepts and overviews the progress of the acadmic. The second part (Chapter III) is a core part of this paper. It forwards the necesseries of building the complex structure lifetime earnings model and the complex structure lifetime earnings difference rate mode, and the direct theoretical basis of new models, the basic content of the new model and the inference process of the new model. The third part (Chapters Ⅳ and Ⅴ) is the other core part of this paper. They respectively from the advance analysis and the real-time analysis, explains with the complex structure lifetime earnings model and the complex structure lifetime earnings difference rate model. The fourth part (Chapter Ⅵ) as the full text of the conclusion, summarizes the main text of the main findings, policy recommendations and future research directions.Data collection comes from the central file data and project survey data. The central file data from the relevant department of the central government in2006and2007and issued by the public sector pay decisions taken related documents involved in the data. Subject data to a city as a representative area, collected several county education teachers and the obligation of the civil service pay micro data, the data of the sample size is1558, including compulsory education stage teachers as a representative of education department of793people, to civil servants as a representative of the government765;935male and623female person, In-service staff902people, retired staff656people.This paper provides the following aspects of the innovative achievements:(1) It put forwards and further illustrates a series of new category such as the current earnings, deferred earnings, unified earnings, local earings and lifetime earnings difference rat and so on. It lays the theoretical basis for building the new complex structure lifetime earnings model and the complex structure lifetime earnings difference rate model;(2) Based on the existing sigle structure lifetime earnings model, it deduces the sigle structure lifetime earnings difference rate model. It expands the existing theories basis for the core innovation;(3) it builds the complex structure lifetime earnings model and the complex structure lifetime earnings difference rate model;(4) with the new model as a tool, the civil servants as a reference body and the national standard pay difference finished as the background, it quantitative study the outstanding problems of the compulsory education teachers’ lifetime earnings at this stage.
