The implementation of the compulsory education teachers' Merit Pay lay a good foundation of deepping the personnel system reformation of primary and secondary schools, exploring a scientific and reasonable incentives, bringing new development opportunities for promoting quality education. The implementation of the compulsory education teachers' Merit Pay is an important measure to the human resources management reformation, it consistentes with the basic spirit of " National Education Reform and Development of Long-term Planing Programs ", it will make an enhanced effect to the development of compulsory education through reflect and perfect.This thesis, taking the compulsory school teachers in A City as the object of the research, basing on motivation theory and performance management theory as the theoretical bases,employing literature resources and empirical survey as research methods, referencing the experience of the teachers'salaries reformation abord, showing the problems in the reform process of compulsory education teachers' Merit Pay, puting forward some practicable suggestions from macro and micro levels, with the expectation to be helpful to the teachers'salaries reformation in our country. This thesis consists of five parts:The first part mainly introduces the background of the topic selection, the significance of the research, the methods of the research, relevant overviews, the core concepts and the thesis′s frameworks.The second part reviews and combes the reformation of the history of the pay of Chinese teachers in compulsory school.Then introduces the background of policy implementation of performance Pay in compulsory school, concludes the meaning and function of performance Pay in compulsory school, escribes the of performance pay policy in general situation across the country and the status of the implementation in some areas.The third part frist views the status of the implementation of compulsory education teachers' Merit Pay in A City through the way of questionnaire and interviews.Then analysis the main problems such as low performance pay,unfair distribution,low satisfaction with the distribution program of teachers,imperfection assessment system,unconspicuous incentive effect and the negative impact of these phenomenon that brought to the school administration which encountered since the policy implemented.At last discusses the causes and some effects about the problems.Part four by introducing the debates, the typical case and the characteristics of the reform of the Teacher merit pay in United States, referencing successful experience and problems, concluding the reference and inspiration to our country.The last part proposes how to implement performance Pay policy of the compulsory school's teachers in three levels from the government, schools and individual teachers.
