The teacher's pay condition of the compulsory education is teacher's social status of an important reflection, is also the important performance that a nation values degree of education. To carry out education priority to develop of nation strategy, increasing teacher's pay shouldn't be neglected. Since the nation was founded, the pay policy of China in perfecting teacher's salary system and raising teacher's pay has made effective progress, and teacher's salary of primary and junior high school has been continuously improved, under the joint effort of the all levels government. From 1990 to 2006 years, the teacher's pay of general secondary school increased by 8.8, and that of primary school average pay increased by 7.7. Although the teacher's salary has an obvious increase, teacher's pay is still low.The growth of teacher's salary still depends on the education policy of well timed stand, the teacher's pay lacks of steady growth machining, and the teacher's occupation is placed in amid the inferior horizontal in the social craft.Using documentation theories and compare law of search method in this research, comb the compulsory education of China teacher's pay system for process, which they are the position rate pay system, structure pay system, position(post) rate pay system and performance pay system successively four steps. The balanced development of compulsory education, old pay system of teacher for disvantage and intensifying troop's construction of teacher are pushing performance pay to generate by all means. Taking the interview investigation of two schools of Fuyang City as an access, taking fair theory as theoretical basis, the article discusses in detail current teacher's performance pay existing five dimensions of the problems, which are the industry dimension, geographical dimension, city and countryside dimension, between schools dimension and inside school dimension. From the unite angle of qualitative and quantitative analysis, we make a measure of performance pay for its equity. Aiming at the problems of teacher's performance pay of compulsory education, we should judge them from external equity, internal equity, personal equity and procedure equity, which the four areas is a unified whole and cannot be indivisible. And the four aspects of the fair missing are the reasons of leading to unbalance of the performance pay.To a certain extent, the system of performance pay makes an effective distribution for teacher's pay, but it doesn't make teacher's pay have a reasonable and fair distribution radically. There are not only some reasons in lacking of external, internal, personal and program equity, but also the relevant policy of performance pay is not perfect, and the supporting regulatory mechanism is absent, which are also as a result of important factors. So to solve and mediate the problems and conflicts during the course of implementing performance pay system, we should take four actions, such as enhancing external competition, realizing internal consistency, valuing the interactive equity and perfecting educational system and law.
