Farmers’ cognition played a very important role in the change process of farmland operating system. It is necessary to make a depth analysis about farmers’ cognition of farmland operating system, explore the impact factors of farmers’ cognition, and research on how to improve farmers’ cognitive level and ability. When farmers have higher cognition level, they will understand the current land policy and the development trend clearly. Then they will use the farmland system and policies easily, and have the ability to reform and innovate in the farmland operating process. At the same time, the farmland operating system will get a better reform basis.This paper describes the evolution process of the farmland system and the farmland transfer policy. Taking the city of Handan, Hebei Province as a case study, it analyzes the process and the characteristics of farmers’ cognition. Through fieldwork, questionnaire research, and analysis via software SPSS, the paper analyzes the present situation of farmers’ cognition. The results show that,from the perspective of the individual characteristics(gender, age, education and occupation), farmers cognition is different. The individual characteristics are the influencing factors of farmers’ cognition. And farmers’ cognition has significant impact on farmland operating behaviors. Besides, there is a significant correlation between farmers’ farmland transfer willingness and farmland transfer behavior.According to the cognitive theories, the external situation of farmers’ cognition is analyzed. Based on the type of land resources, the 10 investigated townships are classified into three categories, and farmers’ cognition of the three categories regions is significant different. Then a cluster analysis is made based on the farmers’ cognitive variables, and the 10 investigated townships are classified into two categories. The analysis indicates that the townships of the two categories are in two different types of resource-dependent situations. Through establishing regression models, the results show, compared to the terrain variable, the resource-dependent situation variable has more significant impact on farmers’ cognition. On this basis, this paper perfects the inner and outer influencing factors of farmers’ cognition, builds farmers’ cognition analysis framework based on the resource-dependent situations, and analyzes the farmers’ cognition and farmland operating behaviors in two types of resource-dependent situations. The results show, farmers’ cognition and farmland operating behaviors in two situations are significant different.The interactive relationship between farmers’ cognition and farmland operating system is been analyzed. Combined with the current farmland operating policy, this paper describes the process of farmers’ cognitive conflict and adjustment. Through farmers’ cognitive research, some problems are reflected: the farmland system and policy environment need to be improved and optimized, and farmers’ cognitive level and ability should be enhanced. Therefore, there is of necessity to consolidate the basis of reform of farmland operating system, provide a good social environment for farmland operating system, satisfy the policy needs of two types of resource-dependent situations, optimize the communication and intervention methods, establish diverse communication subjects and intervention approaches, pay more attention to farmers’ individual characteristic, make the communication contents more targeted, and develop the rural education career vigorously.
