| In the conditions of an underdeveloped productivity, farmers still depend on the farmland as their survival protection and the base of their development. The thesis mainly studies the household contracting responsibility system under the collective ownership since the reform and opening up. And put an in-depth analysis and research on the tremendous social performance it has made for more than 20 years, and the defects it reveals after the socialist market economic system established. On this basis, the thesis puts forward ideas and strategies to solve this problem.The thesis is divided into four parts. Part I, beginning with the theory analysis on farmland system and the farmland operating system, the thesis puts the emphasis on the exploration of their connotation, features and the relationship between them, and further clarifies the conceptual confusion;Part II, Recalls the historical evolution of our farmland operating system, and summarizes its law and lessons;Part III, focusing on analysis on the necessity of the emergence and development of existing farmlands operating system—the household contract responsibility system, its contents and characteristics. Then, give a scientific assessment to its tremendous performance, analyze its historical limitations and its non-adaptation with the socialist market economic system;Part IV is targeted mainly at the problems, and gives some policy recommendations to stabilize and perfect it. To meet China's socialist economic development, realize a harmonious society, and build the new socialist rural areas, we should constantly innovate in the farmland operating system. We should guide the development of appropriate scale operation, cultivate farmer's professional cooperation organizations, and actively promote the industrialization of agriculture. Only by this can we better promote the development of rural economy, richen the farmers, further achieve the comprehensive rich society and promote the agricultural modernization. |
