With the development of information technology water conservancy, water conservancy data (especially water conservancy remote sensing data) exponential growth, which increases the amount of data not only improves the precision of hydraulic calculation, hydraulic calculation will be extended to a higher realm. With the amount of data growth water conservancy, water conservancy work is also increasing the amount of calculation. Water resources software model has been rapid development and made an indelible contribution for water conservancy construction, hydrology and water resources research, decision support, drought protection and so on.However, with the development of technology, there are some problems. Huge amounts of data to store data, calculate and use have brought trouble. These problems should be solved.In this paper, Water conservancy scientific research in professional software development, combination model generation and the status of the application of remote sensing data were analyzed. Through the study of cloud technologies, cloud service model is applied to water conservancy, to change the way of data storage and the method of development model. Using cloud security technology guarantees the security of software. Specific studies summarized as follows:(1) Aiming at the problem of water conservancy professional software, development mode closed、software achievement sharing difficult、high repetition rate and so on. On the basis of research group software development model and SaaS service model, a group software development model based on SaaS is proposed. The validity of the group software development model based on SaaS is verified by the prototype of the water conservancy project software cloud platform. And this study puts forward some construction method about the cloud platform of water conservancy project software.(2) Aiming at the problem of water model calculation combination, on the basis of research on PaaS service model, the water conservancy model combined platform based on PaaS used to provide the services for water conservancy model software combination is proposed. The prototype implementation method of water conservancy model combined software based on PaaS is put forward, and the model combination practice is carried out.(3) Aiming at the problem of in the application of remote sensing data in water conservancy, on the basis of research on DaaS service model, water conservancy remote sensing data service based on DaaS and the realization method of water conservancy remote sensing cloud platform are proposed. And it aimed at the question of data selection difficulties on selecting from huge remote sensing data, remote sensing data recommendation model based on the collaborative selection algorithm.(4) On the basis of studying the security risk of cloud platform, cloud platform multiple defense security system to protect the security of the cloud platform is proposed. Research on software security technology based on cloud platform, an open source software license display algorithm based on hook technology and cloud platform software protection method based on remote copy protection technology are proposed, and has carried on the application practice on the cloud platform.In this paper, through researching about the cloud technology, change the software development mode of traditional water conservancy scientific research, and the storage and use pattern of remote sensing data of water resources, and the mode of security software protection. In order to solve the problems in water conservancy scientific research, it provides a solution to the problem, and to promote the development of water application, and improve the efficiency of water conservancy research work and results sharing.
