The development of organ for the International Workingmen’s Association as the core research object, this paper suggests that under its particular historical and geographical circumstances, the organ and its related association underwent a loose relationship in the first place, and then tied closely together until a newer and richer relationship was derived. This paper adopted two inter-dependent clues which can be detailed as "the structural function of organ for association" and "the structural role of association to organ".This paper considers organ to be a structural concept which should be seen from a historical perspective. The research scope of this paper extends from September 1864 when the International Workingmen’s Association was established in London to 1872 when the International Hague Conference declared its opening. During that period, the organ of the central government level went through four stages which were The Bee-Hive (from November 1864 to July 1865),The Miner and Workman’s Advocate and The Commonwealth (from August 1865 to July 1867), The Bee-Hive (from July 1867 to April 1870) and The Eastern Post (from May 1870 to June 1872) respectively. The boundaries of the four stages abide by two logical clues. One is the news production of organ under special circumstances, and the other is how association changed its control over the organ due to its own development.According to this paper, the organ for the International Workingmen’s Association carried out strongly in the style of its time with regard to the content, methodology and team building, meanwhile the association as the other member of the"Co-existence on benefit" relationship fully made use of its organ to carry out daily work, organize strikes and prepare international conferences etc. with its relatively loose administrative organization and limited resources. Then, partly due to the worsen external environment in the late 60s of the 19th century, the First International tended to exert ever more power over its organs, thus gradually graded the organs, differentiate the organ and non-organ, which as a result damaged the"Co-existence on benefit " relationship. In the end, the organs to the association transformed to basically three models which are cooperation-oriented organ clusters, traditional legitimacy imbedded symbolic resource and the party’s property.
