Construction safety management system is complex systems, which involve the start or plan stage, the operation or implementation stage and the evaluation or improve stage of the safety management. These three flow stages covered the whole life span of safe management period, contacted each other and formed a dynamic circulation flow of safe management. The doctoral dissertation mainly studied safety management on the three stages, including plan of construction safety management, execution of construction safety management, construction safety accident management and construction safety management maturity, combined with management practice of some construction enterprise. The research result of thesis is of great theoretical significance and practical value to improve the safety management level of construction enterprise and promote the safe, healthy and sustainable development of construction industry. The research results and innovative points are as follows:1. Construction safety management planFrom point of view to improve the performance of construction safety management and enhance market competitiveness of construction enterprise, the thesis put forward the concept of construction safety management strategic planning, drew lessons from the production safety management mechanism of industrial country and indicated the direction of safety management strategic planning of construction enterprise in our country, namely to put occupation health safety management system(OSHMS) in practice. In addition hazard source on construction sites exists unconditionally, it is impossible to completely eliminate or fully control hazard source because of the restriction of the actual conditions of project. The best way is to concentrate limited human and material to eliminate or control more dangerous source. Non-structure fuzzy decision support system (NSFDSS) is hired to handle the scheduling problem for hazard source and provide evidence for control measures. Performance evaluation is an important link of safety objective management, and is key for system normally and implementation successfully of safety objective management. A kind of performance evaluation model of safety objective management is given based on beneficial effects theory.2. Construction safety management executionThe problem of safety management of construction design is put forward, which extended the safety responsibility of designer. The main purpose, obstacle and Countermeasures of carrying out construction safety design is analyzed emphatically in China. Virtual reality technology is a completely new technical control means, which represents a development direction of construction safety management. Virtual reality technology is introduced in construction safety management. The thesis analyzed its application prospect, which enriched the control technique of construction safety management. The thesis also discussed the connotation of construction safety culture. In order to solve deep-seated problems of construction safety management, people should jump off the circle of traditional safety management and analyze the safety from the view of culture. The thesis, based on previous research, put forward a kind of continuously improved safety culture model from the PDCA circle and analyzed in detail the four stages and the six means of safety culture construction.3. Construction safety accident managementAccident emergency management is a dynamic process and emergency management preparedness is the core of accident management. The thesis analyzed in detail the compilation of preparedness, put forward the evaluation of accident emergency management, and structured the evaluation index system. The evaluation index system include emergency organizational system, emergency preparedness management, emergency operation system and emergency support system, which are called first-degree evaluation index, further 29 second-degree evaluation indexes. The modified TOPSIS method is hired to evaluate the accident emergency management with an example. Finally the thesis analyzed the construction accident prediction, confirmed the prediction procedure and given the prediction model, namely Gray-Markov Chain prediction model.4. Construction safety management maturityDrawing lessons from the research result of project management, management maturity model is introduced here. The thesis defined the safety management maturity model (SMMM), confirmed the goal and rank of safety management maturity model. The thesis also discussed the evaluation of safety management maturity model, structured the evaluation index system including 4 first-degree indexes and 18 second-degree indexes. Combined with analytic hierarchy process (AHP) approach and triangular fuzzy number, a fuzzy AHP approach is proposed to evaluate the safety management maturity model. Finally the thesis discussed the value of SMMM, pointed out that construction enterprise can effectively improve the performance of safety management and produce a positive effect in schedule and cost with the improvement of SMMM.
