Some researches on the weapon system scheme decision theory and system analysismethod and their applications to the research of shipborne multi-function rocket launcher(SMRL) are done.The concept of SMRL is put forward based on the campaign requirements analysis andequipment requirements analysis of the weapon. The function, structure and performanceof the weapon are analyzed, and the function model and structure model are founded. Theinterpreted structure model (ISM) in system engineer theory is applied to the performanceanalysis, by which the ISM of the scheme performance analysis is set up. The methods ofestablishing the index system and index parameters are discussed.Some general schemes of SMRL are put forward. A fuzzy gray association decisionmodel for general scheme of weapon system based on AHP and fuzzy membershipfunction is established. The evaluation index value and its fuzzy membership function ofthree general schemes are established by adopting the qualitative estimation andquantitative analysis, then the three schemes are estimated and the best scheme is selected.Simulation research on shooting dispersion of SMRL when shooting intermediaterocket is carried through. Swing model of warship at different sea status is deduced byanalyzing characteristic of ocean wave energy spectrum, solid model of ship-bornemulti-function launcher rocket is established, launch dynamic simulation of ship-bornemulti-function launcher rocket is carried out, initial disturbance is calculated based on theresult of simulation and lastly, outer ballistic trajectory is simulated by using Monte-Carlomethod and the dispersion is calculated. The results show that the dispersion of the weaponcan meet the campaign requirement.The campaign efficiency of SMRL in some campaign supposition is calculated byusing ADC model of efficiency evaluation. Anti-submarine capacity, antimissile capacityand firepower strike capacity are taken as the three character factor vectors of capacitymatrix in the ADC model, and their shooting effectiveness index are taken as the value ofthe character factors. Thus the three campaign capacities are integrated effectively.The developing cost of SMRL is estimated. A rocket weapon developing costestimate model, i.e. gray ANN forecasting model, is put forward. The cost is estimated byusing GM model firstly, the error of the estimating result is simulated and compensated byANN mode, and it is validated that the forecasting result has higher precision by theexample. By analyzing the difference of SMRL and common rocket, the cost modifymodel based on analogy cost method and unascertained number theory is set up, by whichthe forecasting result is modified.The research risk of SMRL is analyzed. The general research risk is analyzed byusing fuzzy integration evaluation model. Aiming at gray property of technical risk, anintegrative evaluation method of gray clustering evaluation combined with AHP fortechnical risk of weapon development is set up, by which the technical risk of the generalscheme is analyzed, and the risk analysis management advice of the research risk is given.
