As an essential component of power system, distribution substation planning isreasonable or not will directly affects the safety and reliability of the entire powergrid operation and the economic benefits and so on. Therefore, a further study ofdistribution substation’s planning theory, to ensure the economy of operation, safety andreliability of supply, high power quality and so on, has the vital significance.Distribution substation planning is the most important part of the distributionnetwork planning, the site and capacity is reasonable or not directly related to the projectinvestment cost, construction scale, grid structure, power supply reliability, operation andmaintenance economy, and a series of problems. The distribution substation planning is alarge scale combinatorial optimization problem that needs to consider various uncertainfactors, a satisfactory substation planning has always been to balance the interests of theabove various aspects and achieve win-win. This paper deeply studied the main contentof whole life cycle cost theory, did the whole life cycle cost optimization research, madeuncertainty quantification analysis that affect the total life cycle cost at different stages,and combined with integrated measures of risk and effectiveness evaluation to meet thecombination of its economic and risk benefits, so as to establish the risk effectivenesscost model of the distribution substation planning. The model considered the sum of lifecycle cost from the initial investment to operation maintenance until failure and scrap, atthe same time, the uncertainty of load, electricity price and land price were also includedin the mathematical model. The risk coefficient was got through substation of structure,technology, equipment and environment four aspects integrated risk assessment, whileeffectiveness coefficient was obtained through a assessment of effectiveness indicators ofthe power system.The risk effectiveness cost model of substation planning proposed in this article, itconducted quantification analysis of uncertain factors on the basis of life cycle costtheory, and took the risk and the effectiveness assessment results in the objective function,so that the risk, effectiveness and cycle cost coordination between the three treatment toachieve optimal decision. Finally, it through the analysis of an example to verifyfeasibility and rationality of the proposed risk effectiveness cost planning model ofdistribution substation.
