With the development of the reforming and opening up in China , the National Park has developed rapidly. The tourism has been greatly improved and has become an important component of national economy. Since there are more and more acumulative profits in National Park, social organizations and individuals always pursue personal, local or immediate interests with blind developments. Furthermore, the scenic resource have been severely damaged because of the insufficiency of government's supervision and administration or the increase of tourists number. It is a common phenomenon of Urbanization, artificialization and commercialization in Nationa Park. So,The rational relationship between protection and utilization which conduces to conserve the resources deserves more attention.National Park Planning is the basis of sucessfully protection , utilization and managment. Conservation Planning is one of the special plannings in National Park, whose objective is to protect the senic resources. Based on the synthetical analysis of theory and practice both at home and abroad, this research make it a point to discuss a system of operational conservation measures which is especially fit to the National Parks in China. Firstly, the research should explain the definitions, functions and objectives of the conservation. Secondly, it tries to form a land zoning system ,which focus on resource protection and utilization. Finally, it gives advices of element-controlling measures and formulate a resource conservation planning .The Conservation Planning is the basis of resource protection, which not only protects the value of resources but also guides the development. So it may provide a new approach to solve the conflicts between "protection" and "utilization" of scenic resources. It may also eliminate the phenomenon that implement are always divorced from planning.
