Research On Comparison Of Planning Construction And Management Between National Forestry Park In China And National Park In The USA

The National Forestry Park and forestry tourism in China has been developing fast since the foundation of Zhangjiajie National Forestry Park in 1982 as the first National Forestry Park in China. We have made great progress and built up National forestry park system with Chinese characters during the past 30 years. However, we still have disadvantages in planning construction and management which is not good for the goal of sustain development and strong tourism competitive power. In the aspect of planning construction, we lack special planning units and lack of protection of environment and we tend to overlook the vital interests of the protection of ecological environment and local residents.In the aspect of management, we lack of professional management organization and have diverse management system;we don't distinguish operation and management right which may cause damage to the environment of national Forest Park.Therefore,It made great sense to make a comparative study of planning construction and management between Chinese national Forest Park and American National Park during the critical period in China.The paper firstly reviewed the development history of National Forest Park in China and national parks in the USA and summarized the development situation of planning construction and management. As in the aspect of planning construction, Denver Design Institute is in charge of the planning of all American National Parks and Chinese Forestry Parks Planning is very complex which is not good for the environment protection;the USA National Parks can well deal with the relationship of resource protection and construction while the Chinese National Parks can't;The construction of tourism facilities and services provided of Chinese Forestry Parks isn't successful in satisfying the need of customers.As in the aspect of management.the National Park in the USA is vertical management system while National Forest Park in China is more complex, including government, business type, comprehensive type and other type;American national parks are generally more remote, and our forestry park usually has numerous residents but the community participation and management is not enough. Then the paper summarized the successful experiences and lessons of the National Forestry Parks in China and the USA and took Jiuzhaigou National Forestry Park and Yellow stone National Park for example.In the end, the paper gave some suggestions on building up National Forestry Park with Chinese character based on Chinese current situation and development history. They are totally 5 points:1. The planning construction focus on public participation and the supervision on the project evaluation; 2. Increase the investment funds to build and plan some new Forestry Park in China.3. Increase some ecotourism projects construction and add some environmental education functions.4. Promote the Forest Park regional culture and enhance the level of community management based on the protection of the interests of the community residents.5.In view of the situation of the Forest Park with several rename units, we should explore the actual situation of the management system to realize the coordination of the relevant units of the division of labor and management.The research considers that the development of National Forest Park in China have accumulated some successful experience and developed its own characteristics and mode. Speaking of Chinese national forestry park planning construction and management, we should not only study from the USA successful experience but focus on the local study.
