As the social progress and economic development, the loss of flood increasing year by year, kinds of bridges collapsed frequently, construction over river increasingly built, according to the present rule based on flood-control influence assessment,a new concept of ERM (enterprise of risk management) is introduced here into flood-control risk management of road and bridge construction over river, which sets up an indicator system of flood-control risk evaluation for road and bridge construction over river,establishes flood-control risk management research system,aim to develop the theory research on risk management and hydraulic construction fields.On the basis of the knowledge about construction reliability theory,hydraulics,hydrology,mechanics,operational research,probability statistics,fuzzy mathematics,management science,and so on,the concept of ERM is introduced herein into flood-control risk management of road and bridge construction over river,which takes wide risk management study on road and bridge construction over river.An indicator system of flood-control risk evaluation for road and bridge construction over river is set up according to the correlative rules.Based on the indicator system ,the flood-control risk management research system is established throughout the overall process for all risks, which analyzes and calculates the risk probability,effects and the final risk value on flood-control risk of road and bridge construction over river.Application of fuzzy random reliability theory, the reliability and risk probability is calculated on flood-control risk of road and bridge construction over river in this paper systematically,so as to making the risk result more comprehensive and valuable.Finally the practicability and reliability are proved by an example and suggestions are also offered to the present problems.
