With the fast developing economy in our country, more and more constructionprojects are built inside the river channel, which could bring very important influencefor the flood management of the river channel. Therefore, according to the need ofevaluating the flood control influence by the projects, some contents and methods areproposed. The main results obtained in this paper are as follows:(1) Based on analyzing the situation of the flood control and the development of theriver channel construction projects, the suggestions of building a effective way toevaluate the flood control influence of the river channel construction projects are putforward, and the necessity of developing the way to evaluate the influence is pointedout in the view of practice an law.(2) The synthesized content of the flood control influence is discussed, and thebasic methods of analysis and calculation of channel backwater and hydrology aregiven. Then the basic procedure of evaluating the influence of channel flood control isproposed, which can provide a reasonable rule for carrying the evaluation workscientifically, reasonably and normatively.(3) Taking the iron mining project in Luan River as an example, the problem ofapplying mathematic tools to analyze and calculate the backwater by the channelconstruction projects is investigated. Then complete hydraulic method is chosen, andPressman four points implicit different scheme is used to solve St.Venant equation.Finally a model of flood routing at downstream channel of Luan River is built up.(4) According to the layout of the flood control in Luan River basin, the differentstandards design flood is used to simulate the parameter of the model and the watersurface profile along the river is given. The result shows the model is right andreasonable, and can be used to evaluate the flood control influence of the iron miningproject at downstream channel of Luan River.(5) Through simulating the flood routing at downstream channel of Luan Riverbefore and after the execution of the iron mining project, the variations of flow andwater surface profile along the river at different design flood are obtained. The resultsshow that the iron mining project has a very small influence on flood control atdownstream channel of Luan River, the max-height of backwater is only 0.12m in theriver channel. It provides a demonstrative reference for the execution of the project,and a feasible way to evaluate the flood control influence of the river channelconstruction projects.
