The urban fringes lying between the built-up urban area and the rural hinterlands come into being under the interaction of rural agglomeration and urban diffusion in the process of urbanization, which are distinctive from either the city or the rural area. Thesespecial areas are the fronts for coordinating urban-rural economic development, resolving "three rural issues" and realizing urban-rural integration. There areas have been witnessing the fastest development, but also are the most delicate regions with the largest amount of problems. Apart from study literatures, expert interview and field study, the author also employs theories of economics, management, planning and fuzzy mathematics and methods of comparative analysis, cause & effect analysis, induction and deduction, overall assessment, etc. Beijing is taken as the example to study the formation of metropolitan fringes and development strategies, with focus on the four aspects of concept and attribute analysis, formation mechanism, attribute definition and coordinated development.To precisely understand the concept and the attributes of urban fringes is the basis of the study. Based on analysis of the factors of space, society, economy and environment, the dissertation defines and analyzes the four major features of urban fringes, namely, acceleration of denaturalization, dependency on the city, disorder in the initial stage, dualism on the environment, which are shown as agricultural-purpose land turned into non-agricultural land, farmers rapidly transformed into urban residents, dependency on city resources and servicing the city's industries, disorder in spatial location, population management and social order, heavy polluted environment and urge for improving the environment.The evolution framework and mechanism model of the urban fringe are developed in the dissertation based on the core-fringe theory, space diffusion theory and urban-rural relation theory. The dynamic mechanism, conduction mechanism, promotion mechanism, safeguard mechanism and realization mechanism of evolution in the urban fringe area nalyzed comprehensively and systematically. Results of the study indicate that the essential power is progress of science, technology and benefit drive in the evolution process of the urban fringe. The conduction factors are traffic, communication and information diffusion. The stimulation factors are industry structure regulation, change of conception, system reform and attracting businessmen and capital, the safeguard factors are law, policies, rational layout and government function. Finally, it is the centralization of the rural factors and diffusion of the urban factors that make the urban fringe formed.Definition of urban fringe attributes developed in this dissertation is based on the results of existent studies. A set of indices system on appraising the attributes of ageographical unit in the urban fringe is established. It composes of fifteen indices falling into four categories: population, economy, society and environment. Appraisal model is built, using hiberarchy analytical method and fuzzy appraisal method.Policy advices, management measures and operational strategies are suggested, from macro and micro perspective, on how to promote the orderly and coordinated development of urban fringes, with Beijing as example.
