By collecting large number of data about rural society, economy, and water resource, water environment, as well as topographic condition, this paper has the rural water environment economy system database set up, with the technique of matter-element analysis method and GIS. For the operation and multi-objective decision of rural area water environment economy, the rural water environment economy system model base has been established, which consists of several mathematic analysis models. The realization of visual interface was based on the technique of database and model base. Combined with an actual case, the rural water environment economy decision support system was set up, to provide the reasonable distribution of rural water resources, the improvement and protection of rural environment and the sustainable development of rural economy with decision support. The research contents and results are as following,(l)The large area and complex topographic condition of rural domain, as well as the vast data of society, economy and environment, show that the rural water environment economy decision is very complicated. This paper combined GIS with DSS, aiming to rural water environment economy system, to establish a new decision supportive system. This new system can improve the abilities to data management, visual level, system special analysis and friendliness greatly.(2)For the large number of data on rural society, economy, and water resource, water environment, as well as the complex topographic condition, the characteristic data and space data of rural water environment economy system are figure out with matter-element analysis method and GIS respectively. With more than two hundred statistic items in our rural economy almanac, the main techniques used in the construction of each element's characteristic set involve the establishment of similar approach degree index with correlation and minimum distance, the classification of bigger similar approach degree with cluster analysis. Furthermore, the classified similar approach degree is used to be the element of matter characteristic set.(3)Based on input-output method, the relationship between pure water input and sewage output of area water environment economy system has been analyzed. This provides evidence to it that only the sewage disposal method of filtrating pollution from water recycle can protect the ecological function of water environment system effectively. Therefore, this paper raised a whole set of physical, biological, chemical sewage disposal methods, which aim at river dredging and water quality disposal, to improve the water environment of rural medium-sized riverway.(4)The carrying capacity of rural area water environment will affect the economydevelopment speed and scale. By using exponential function to express the effect that water environment has on the economy, this paper establishes a mathematical analysis model about the reflection of water environment's effect on area economy, due to the "hydrotaxis" of capital and human resources. The economy also has effect on water environment, which involve water demand and contamination. This paper adopts wavelet neural network model to predict and analyze the area water demand and contamination elimination, to evaluate the effect of environment on economy.(5)For the analysis of water environment — economy, multi-objective optimization method is the common one to be used. This paper put forward the method of multi-objective game, by using game to describe the multi-objective decision model. The solution can be obtained by adopting non-cooperative model. The no preference multi-objective competition problem and the multi-objective competition problem with preference were solved by adopting Nash equilibrium model and Stackelberg oligarch model respectively. The relative solving steps were provided. The raise of multi-objective game method has the rural water environment sustainable program theory and decision method developed and enriched.(6)An actual case of Dongtai City Touzao town was chosen to verify the validity and correctness of the system in this paper.
