Wei River is a tributary of the Huang River and it gives a lot of contributions to the economy of Shaanxi province. Unfortunately, as the water of Wei River has been greatly polluted in the past few years, more advanced water environmental information system is needed. The purpose of this program assisted by the Natural Science Foundation of Shaanxi Province is to improve the present management by means of advanced technologies, such as Environment Information Management Technology and Computer Science.Based on the Decision Support System(DSS),Geographic Information System(GIS), Database System(DBS),combined with advanced and available model of water quality evaluation, this research established Wei River Valley Water Pollution Control Decision Support System. The thesis dissertates the basic concept of Decision Support System, Geographic Information System and domestic and international present research conditions, illustrates the purpose and meanings. This thesis starts with system analysis, analyzes many factors of Wei River Decision Support System, then it presents the general object for the system. Based on the system analysis, this thesis completes the detailed design method of system general function, system database, and the function of each subsystem. In order to make the water environment management better, it is necessary to apply all kinds of water quality models to evaluate or forecast the quality of the water of Wei River roundly in the model base. This paper introduces fuzzy math theory and grey theory after introduced the conventional models, establishes the fuzzy synthetical evaluation model and gray prediction model, and analyzes with the practical observing data of Wei River. The final results of the analysis proved the accuracy and appropriateness of the models. With Visual Basic6.0 and MapInfo-MapX, the system achieves functions of inputting information, treating data, searching information, water quality evaluation, water quality prediction, outputting results and system management. The research and development are try and discussion of the Wei River Water Environment Management Information System, also it provides a powerful tool for Wei River Water Environment Management.
