The 21st century is "the century of the ocean". At a sustainable development's new age, people understand the oceanic value more profoundly, when we exploit and utilize the oceanic resources we also need pay attention to the environmental protection, along with the increasing problem of oceanic environment, the decision-making analysis is more important than the environmental management. The function of the decision-making analysis is achieved by the decision support system. At present, the concept of environment capacity and the integration technology offer a new idea and resolution in the research and application of the oceanic fields for spatial-temporal decision support system.The dissertation introduced the research purpose and meaning, analyzed research actuality and intending developmental trend, expound the target and contents, and then gave emphasis to two key techniques' study on establishing Liaodong bay pollution control decision support system: GIS and oceanic dynamic model system integration technique and spatial-temporal analysis technique based on environment capacity. For the technique of GIS and oceanic dynamic model system integration, introduced system integration's content and meaning, analyzed the key question that system integration faced up to, researched on the structure and tools which belonged to system integration. For the spatial-temporal analysis technique based on environment capacity, analyzed the content and difference between environment capacity and oceanic environment capacity, and applied situation of GIS spatial-temporal analysis technique, discussed the application of the oceanic spatial-temporal analysis technique profoundly, emphasized to the technique of the Liaodong bay pollution control system's spatial-temporal analysis based on the environment capacity.Finally, researched on experimentation and analysis, the experimental result indicated that the method is feasible and effective, and made a simple summary about the dissertation, and makes a looking forward to the continuous research in future.
