Decision Support System for Water Environment Management is an important tool for Water Environment Information Management and an efficient path to give assistance to water environment planning, management and decision. Based upon the principle of Environment Systems Engineering, this thesis made a systematic research on the constructive theory and method and its realization path of Regional Water Environment Management Decision Support System (RWEMDSS).Based on the summary of the related research results and practical achievements in water Environment Decision Support System inland and aboard, the constructive theory and method of Regional Water Environment Management Decision Support System, which is based on Geographic Information System (GIS), have been pointed out in the paper according to the design principles of paracticy, advance and openness. The environmental information databases and environment model-base for RWEMDSS have also been designed. Moreover, the software of RWEMDSS has been exploited according to the design idea of object-oriented software.During the process of realization and application of RWEMDSS, the water environment management in Zhanjiang was taken as the research object, and the practical software of REMDSS has been exploited for Zhanjiang water environment management, which has multiple functions such as space information search, database management, water quality present status assessment and prediction, according to the constructive requirements, design priciples and methods of RWEMDSS. This software will be helpful to water environment management and decision in Zhanjiang.
