Navigation has been a relatively dangerous human activity since the age of great navigation.Until the gradual invention and application of various nautical instruments in modern times,the safety of navigation has been increasingly guaranteed.In order to provide safety protection for ships at sea,the International Maritime Organization(IMO)has developed the Global Maritime Distress and Safety System(GMDSS),in which the Maritime Safety Information(MSI)broadcasting system is used to broadcast navigation warnings and other important information.After receiving the MSI,the officer on watch(OOW)can classify the contents of the MSI and take effective decisions.However,due to the relatively extensive management model and relatively backward technology,in most sea areas,the processes handling of MSI by mariners,including message classification,recording and decision making are all accomplished by reading the paper information manually.In order to improve the processing efficiency of MSI,promote the electronicization of information,achieve the automatic classification of MSI,and provide intelligent decision support for mariners,this paper designs a decision support system(DSS)based on NAVTEX MSI,this system can realize the automatic classification of NAVTEX message content,and can provide effective decision support services.The main work of this paper are as follows:NAVTEX messages are automatically classified based on theme labels and action labels.Nowadays,the classification of NAVTEX messages is mainly according to theme labels.However,since it is difficult to directly provide suggestions for OOW to take relevant measures based on theme labels,this paper refers to the theme labels and proposes the concept of action labels,and adopts two kinds of label to classify the NAVTEX message so that the OOW can take targeted measures based on the result of the classification.For the integrity of application,DSS is introduced in this paper.The system includes four modules:message data storage,construction of decision behavior database,establishment of message classification model and decision support service.The functions of the first three modules are data storage,database construction and automatic classification of messages.After the third module which obtains the classification results in accordance with theme labels and action labels,the system in the fourth module will provide OOW with decision support services based on the classification results of the messages.
