Fashion design education in higher vocational and technical schools, from the start, is plunged into the whirlpool which is given priority between "art" or "technology". The debate is always constant whether in theory or practice. Along with fashion design education in higher vocational and technical schools, the curriculum system in the early stage was basically copying the curriculum system of higher academic education due to long-term by the influence of the art design education of higher academic universities. Although the higher vocational and technical education got great development in recent years, and the vocational characteristics are obvious, but it has the long distance from the social demand for the skilled talents. Another reason is highly privatized garment industries bring certain resistance of carrying on the work-integrated learning teaching model. The vast majority of fashion design courses are taught in the campus, fashion design education in higher vocational and technical schools to some extent into the supplementary of undergraduate education, lacking of vocational education characteristics.With the promotion of technology application for the development of economy, higher vocational and technical education has no period of time can be as much attention as it is today in China’s higher education.Therefore, it is of great significance to study the talents training methods of higher vocational and technical education to improve the system of Higher Vocational Education in China. This paper studies from the occupation education, art and design fields and areas of science and technology related research and literature study to gradually clarify ideas. Starting with the general and realistic problems, such as " how to develop the Chinese occupation technology education under the background of relatively mature the international occupation technology education " and "who to train the technical talents problems" and "how to grasp the vocational costume design, art and technology" interaction problems ", which summarized the theory of related design, the dialectical relationship of art and technology, the industrial era of art design popularization, education and occupation education, science and technology occupation education and other aspects is also discussed and summarized from the theoretical level, which laid a theoretical foundation for the research. On the basis of this theory, paying attention to the "art and technology interactive bearing social responsibility, especially the development of science and technology today, such as design of human-computer interaction technology, the use of information technology in the process of personnel training and new technology of clothing technology education putting forward the new subject etc., which is need for us to further explore and study the problems in the process of" art and technology interaction.Research study of the mature patterns of vocational education, this paper chose three typical and unique countries. Vocational and technical education and the mature educational methods were analyzed, such as the national qualifications framework, modern apprenticeship and the work-integrated education method and mode of the vocational and technical education in these countries, which has great inspiration and has a reference value in forming the talent training system of vocational education in our country. The specific practice also has the reference function to our education reform. Combined with the development of vocational and technical education in our country to clarify the positioning of Chinese fashion design in Higher Vocational Education in the international standard classification of education, the thesis discusses the status quo and development of Chinese fashion design education in higher Vocational and technical schools, and gradually realize the present situation in China: fashion design vocational education consciousness is strong, but the talent training method is fuzzy, and academic teaching system still occupies the mainstream education style; the fashion design education in higher vocational education is in the early stage of transformation from the academic standard mode to the work standard mode, which is not very mature experience to replicate. It requires the need to continue to explore and practice; the education structure of most teachers is still dominated by academic structure, which is a major bottleneck in occupation technology education. All aspects of national policy to ensure to complete the teaching structure change; the lack of equivalence of fashion design certificate and professional qualification certificate leads to the low gold content of vocational qualification certificate, which requires the necessity of establishing a unified national vocational qualification framework.Characteristics of fashion design program are the interaction between art and technology as the basis of practice. With the transformation and upgrading of the garment industry, the talent training methods of the fashion design are in continuous innovation. In promoting the individual development of students today, this paper forms the interaction between art and technology for fashion design talent training method in Higher Vocational Colleges through practice(1) "self planning" talent cultivation method, students made the first choice and second choice according to their own hobbies and future occupation tendency of professional courses to complete occupation skill learning;(2) "project curriculum system" training methods of talents, which explored the teaching quality evaluation system in combination with the project curriculum to form a distinctive "project course" talents training methods;(3) "modern apprenticeship" activation and innovation method in reference to Britain, Germany and other countries mature experience based to construct the "modern apprenticeship" talent culture method suitable for Chinese conditions, which formed in the full practice and research based on the framework and ideas. It has the characteristics of clear guidance and operability of the theory;(4) the integration and innovation of methods of “MOCC” and costume design professional basic course. "MOCC created inter temporal approach to learning, which made knowledge acquisition a fundamental change. It triggered a revolution in learning and education revolution, which is changing the education pattern ” for thousands of years. Accepting “MOCC” to make up for lack of basic courses in fashion design specialty teaching in higher vocational colleges, students can enjoy the opportunity of the excellent teaching. "MOCC" interacts with the line school professional course, forming a new specialized foundation curriculum teaching method. This combination of teaching is just trying and exploring, but the storm is bound to have a profound impact on the traditional theory courses’ teaching.
