Study On Evaluation System Of Port Logistics Performance

With the rise and development of modern logistics industry, port logistics, as one important part of modern logistics, has become an important pillar of our national economy. All the factors such as the development of economic globalization, the increase of international trade, the popularity of modern logistics concept and practice of modern logistics, urge port to abandon the position of node in single conveyance and turn to the synthetic logistics center's development which gathers conveyance, trade, finance, information, and multimodal transport. Port logistics is a new form which fits to the development of modern logistics, port logistics performance evaluation is an inevitable requirement by the development of Chinese market economy, changes of the world's shipping structure, and constant renewal of port service functions, to some extent port logistics service efficiency not only relates to economy of country and people's life, but also relates to the existence and development of port. Therefore, the way to evaluate port logistics performance reasonably is an important part to promote port logistics service efficiency and has become an important problem to resolve.On the basis of analyzing developing process of port, the rise and development of port logistics, and the theory and method of port logistics performance evaluation, this thesis deeply discusses the index factors of port logistics performance evaluation, namely scale and infrastructure of port logistics, the modern management level of port logistics, and customer satisfaction degree of port logistics service, and divides the above factors into twenty-one indexes including cargo throughput, deepwater berth quantity, collecting and distributing capacity of yard, port information level, and on-time delivery and etc. Then comprehensive evaluation indicator system of port logistics is established on following principles of indexes evaluation. Using the method of Delphi and AHP to establish analytic hierarchy model of port logistics, considering the weight value of each index by using subjective method based on the principle of difference and movement, we have quantified and digitized the index of evaluation factors by taking the average value, evaluated the system by using the fuzzy comprehensive evaluation method, obtained comprehensive evaluation result.lt can really reflect Ningbo port logistics performance through the practical verification, the result of comparative evaluation basically tallies with the actual development situations of Qingdao port, Dalian port, Ningbo port ,Shanghai port, finally, for strengthening infrastructure construction of port, speeding up information construction of port, widening port logistics service function, some corresponding measures and ways are put forward to improve port logistics performance, this provides the theoretical basis for further development of port logistics.
